Describe the Repairs Made or Actions Taken: Once identified, within an hour the upset was stopped by ceasing production operations by 75% to reduce flow to the line and then rerouting the remaining wastewater by valving the flow through an adjacent line intended for cooling water. Once rerouted to this secondary line, the upset event stopped. The immediate actions of reducing production operations and valving the flow to a secondary line were North Carolina Department of Environment and Natural Resources 2 successful in limiting the duration/volume of the event. Our Emergency response contractor was contacted upon discovery, arrived on the site with two frac tanks, three vacuum pump trucks, and miscellaneous equipment. In addition, our excavation and piping contractors were mobilized to the site. Before further investigation/repairs took place, the work site was contained utilizing erosion and sediment control devices (silt fence/haybales) around the perimete r. We excavated a pit directly above the leak to capture any remaining leaking material. In parallel, silt fencing and haybales were place along the river’s edge. During investigation/repairs all water accumulated with the excavation was contained by pumping into a frac tank via vac trucks. Disturbance to adjacent soils during the excavation/investigation were immediately stabilized by seeding and erosion control matting. This work was complete within an hour and a half of discovery. Baxter was able to excavate to the source of the upset and diagnosed the failure as a ruptured pipe which was repaired. Further investigation of adjacent sections of pipe occurred. Baxter is proactively choosing to implement more substantial repairs to the entire leng th of pipe rather than only the localized section that repaired. More substantial improvements include installing a cured-in-place liner within the entire length of the pipe, as well as installing a temporary secondary line capable of delivering adequate f low of wastewater for normal operations until the cured in-place liner is completed. Baxter is continuing to operate at reduced production levels until these repairs can be completed. Additionally, to improve system redundancy, Baxter is evaluating the option of installing a secondary line capable of delivering the full volume of wastewater during normal production levels. Additional Comments About the Event: Event occurred during a heavy rain event, which resulted in flows of the North Fork Catawba River being about 2 feet higher than the average flow. Baxter is continuing to operate at reduced production levels until proper materials/resources are available for a permanent repa ir to the failed line (cured in place liner) and the temporary secondary line capable of full flows are put in place.
