Re: Wilkesboro Hydroelectric Company, LLC - W. Kerr Scott Hydropower Project,
FERC Project No. 12642, Notice of Public Meeting
Wilkesboro Hydroelectric Company, LLC, holder of a preliminary permit for the W. Kerr Scott
Hydropower Project, will have a joint (public) meeting for the W. Kerr Scott Hydropower Project (the
Project) pursuant to Part 4.38(b)(2)(iii) of the Federal Energy Regulatory Commission's regulations.
On October 1, 2008, WHC filed its Preliminary Application Document describing the pertinent
environmental background of the W. Kerr Scott Dam and reservoir and the Yadkin River and indicating
the planned installation of hydropower facilities. WHC also requested to use the Traditional Licensing
Process. Copies were sent to interested parties and agencies. The PAD is available on the Project's
web site, piedmonthydropower.com. A copy was placed for public inspection and remains available at
the Wilkes County Library, 21510th Street N. Wilkesboro, NC 28659. On December 16, 2008, the
Commission approved use of the Traditional Licensing Process in the preparation of a license
application for the Project. The Commission's rules in Part 4.38 require that a Joint Meeting be held
after such approval.
WHC plans to hold the meeting (Joint Meeting) for the public at 5 pm on Wednesday, January 14, 2009,
at the Wilkes County Library, 215 10th Street N. Wilkesboro, NC 28659, phone (336) 838-2818. The
agenda of the meeting is: Purpose of Meeting; Review of Licensing Process and Schedule; Project
Location; Facilities and Operations; Expected Impact of Hydropower on Dam; Planned Studies; Agency,
Tribal and Public Comments.
A site visit will be held at the W. Kerr Scott Dam for any interested parties by meeting at the stilling basin
at the Fish Dam Creek recreation area at 1 pm on Wednesday, January 14, 2009. The Applicant will
show participants where the powerhouse, discharge conduit liner, penstock bifurcation, discharge
channel, substation and transmission line will be located. The Applicant will answer any questions
regarding the location of the Project. To get there, head west on NC 262/ River Street from Hwy 421 for
2.2 miles, turn right at NC-1176 and follow to its end at the parking lot at the toe of the dam.
