Wilkesboro Hydroelectric Company, LLC, (WHC) proposes to install electrical generation at the existing
W. Kerr Scott Dam, which passes the flow of the Yadkin River through its outlet structure near Wilkesboro,
North Carolina. The project will generate "green energy" for up to 4,000 homes and use existing facilities
to minimize or eliminate additional environmental impacts. On December 16, 2008, the Commission
approved use of the Traditional Licensing Process. On January 14, 2009 WHC had a joint public meeting
and site visit to provide information regarding the project and to obtain comments from agencies, tribes,
and the pubic. This document is the Draft License Application (DLA) that is one of the steps in applying
for a Federal Energy Regulatory Commission license for this proposed project The DLA provides intended
recipients with information that will promote and focus issue identification and the development of study
plans relevant to the proposed project site. The DLA also presents preliminary plans for the project,
reviews available information on resources in the project area, identifies resources that may require
additional information for a basis for licensing, identifies potential studies to provide this information,
identifies known or potential impacts and suggests potential measures to protect, mitigate, or enhance
resources. The project will make use of the existing W. Kerr Scott Dam intake tower and discharge
conduit through the dam. The dam is presently and will continue to be owned by the Federal Government
with the needed land for the project to be leased from the Federal Government. Proposed project facilities
and components include an intake structure with trashrack; a new powerhouse with two
turbine/generators; lining 580 feet of the existing discharge conduit with either an 11 foot diameter steel
liner or a 12.25 foot diameter synthetic geomembrane; penstock; discharge channel; sub- station; and a
re-conductored existing transmission line. The project will use "run-of-the-river" operations or as otherwise
directed by the COE.
IH posted the document on March 17, 2009 and, in accordance with Federal Energy Regulatory
Commission (FERC) regulation 18 CFR §4.38, is requesting your review of the Draft Application for
License. The Draft License Application is enclosed with this letter in CD format. If you cannot use this
format, you can download a copy and review other project documents on the projects web site at
(http:/rnglishydropower.com). All documents submitted to the FERC will be available on the FERC's
web site, (http://ferc.gov). IH will have a copy of the DLA available for review in its office and at the
Wilkes County Library, 21510th Street N. Wilkesboro, NC 28659. IH will provide a hard copy of the DLA
to you if are unable to view the document by the above listed methods. Please respond with your
