Subject: Request Rescission of NPDES MS4 Permit No.NCS000516
For the North Carolina Global TransPark, Lenoir County
Dear Ms. Jeanette Powell:
In response to your letter dated July 17, 2019, we concur with North Carolina Department
of Environmental Quality (NCDEQ)that the current National Pollutant Discharge
Elimination System (NPDES)Municipal Separate Storm Sewer System(MS4)permit
NCS000516 is not applicable to the North Carolina Global TransPark(NCGTP) facility.
As such, we respectfully request NCDEQ rescind the subject permit NCS000516.
NCGTP has been incorporated into our North Carolina Department of Transportation
(NCDOT)NPDES Statewide Stormwater Permit NCS000250, in accordance with
Section D of that permit. Permit NCS000250 contains the applicable NPDES industrial
permit requirements to reduce, eliminate, and/or prevent the discharge of stormwater
pollutants from industrial activities at NCGTP. NCGTP has developed and begun
implementing a new site-specific Stormwater Pollution Prevention Plan(SPPP) for
NCGTP that addresses the required industrial activities including NCDEQ's specific
NPDES permit requirements for air transportation facilities. Also, attached please find
completed NPDES-Permit Rescission Request Form 20180110-DEMLR-SW.
