The above referenced project received permit approval for stream and wetland impacts through
the DWQ and the ACOE. The ACOE Action ID number is SAW-2009-02259. The permitted
impacts for this project are 226 LF of stream of which 202 LF is perennial stream and 24 LF of
intermittent stream.
The stream impacts have modified based on changed conditions since the time of permit
approval. The impacts were changed due to actual field conditions, further regulatory review post
permit approval, and additional impacts were directed by NCDOT during the site construction
since this project ultimately was funded through their department.
Lose &Associates has remained in contact with Mr. Alan Johnson and Mr. Steve Chapin with the
N.C. Department of Water Quality and the U.S. ACOE, respectively, regarding the permitted and
actual stream impacts. Lose has instructed the contractor to remove all additional impacts in
excess of the required storm pipes and headwalls. Erosion control matting will be placed within
the existing channel and the areas reseeded with native vegetation. A minimum of eight feet of
permanent matting will be installed at the downstream of culvert crossings to reduce scour.
See attached sketch for locations of permitted stream crossings and revised stream impacts. The
realized impact upon completion of project will be 239 LF. Mecklenburg County will proceed
with purchasing the required additional 13 LF of stream credits from NCEEP.
