NH3-N Monitoring:
Current Requirement:
2/Month monitoring in Current Permit. Permit has summer limits of 2.4 and 12
mg/L(monthly average and daily max) and winter limits of 8 and 35 mg/L.
Recent review by Division staff has noted that 15A NCAC 2B .0404(c) requires that
winter waste load allocations for oxygen consuming waste be no less stringent than 2
times the summer waste load limit. To meet this rule requirement winter monthly
average limits for NH3-N are being adjusted in the permit.
This permit renewal includes changes to the winter limits. These changes will reduce the
monthly average limit to 4.8 mg/L, and the daily max to 24 mg/L. A review of the
monitoring data over the permit cycle indicates that only 2 winter NH3-N values
exceeded 4.8 mg/L; most individual values are well below the corrected daily max. In
addition, no monthly values were above the proposed limit. Based on the data reviewed
from the previous permit cycle it appears that the proposed change in the winter limits
will be well within the values that this treatmentsystem routinely attains.

I am working on the renewal for NC0087306/ Champion Hills W WTP. I noticed that in BIMS, the outfall location seems to be reallyfar off from where the outfall likely is (-35 minutes away). I'm going to correct this, but I wanted to
check in with you first since you did the last inspection there and see if you could confirm a more likely location.

Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently
amended).
This final permit includes no major changes from the draft permit sent to you on
September 28, 2015.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699.6714). Unless such demand is made, this
decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may

All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby revoked. As of
this permit issuance, any previously issued Permit bearing this number is no longer effective. Therefore, the
exclusive authority to operate and discharge from this facility arises under the permit conditions, requirements,
terms, and provisions included herein.
The Champion Hills Property Owners Association is hereby authorized to:

• Multimedia tertiary filters
• 11,800-gallon surge tank [for filter backwash] and clearwell
• 5470-gallon and 9400-gallon aerobic digesters
• Tablet chlorine disinfection with contact chamber
• Tablet dechlorination
• Flow -proportional composite sampler
• 700,000-gallon polyethylene -lined effluent holding pond [for spray irrigation]
• Effluent lift station
• 100-kW natural gas -powered emergency generator
This facility is located at the Champion Hills WWTP, off Chattooga Run near Hendersonville in
Henderson County.
2. Discharge treated effluent from November 1 to April 30 and intermittently throughout the
remainder of the year when conditions on the golf course necessitate or when damage to any pond
or basin would likely occur without a period of discharge.
The facility discharges into an.unnamed tributary to South Fork Big Willow Creek, currently a
class C-Trout water in the French Broad River Basin, at the location specified on the attached map.

Influent lift station, manual barscreen, flow equalization chamber, dual 35,000 gallon
aeration chambers, dual blowers providing diffused air, dual hoppered clarifiers with
skimmers and sludge returns, tertiary filters, 11,800 gallon surge tank (for filter
backwash) and clearwell, 5470 gallon and 9400 gallon aerobic digesters, tablet
chlorination and contact chamber, flow proportional composite sampler, 700,000 gallon
polyethylene -lined effluent holding pond (for spray irrigation), effluent lift station,
100kw natural gas emergency power generator.
