If an NWP 29 or 39 is also being used for other work, then it often makes sense to combine all the work under the NWP 29 or 39 to simplify it, since it shouldn't put any additional burden on the applicant. What project are you referring to? It is problematic that I issued a "no permit required", and now they need a permit for utilities. I should remember to ask if any utility impacts are required before I issue an NPR, and site plans or impact footprint maps submitted should include any required utilities. This particular one can likely be processed as an NWP 12 w/o a problem, but we should avoid this in the future. I have a question for you about a project that I have in your area. Are you still permitting sewer lines under a NWP 12? I've had some projects recently where I was told to permit the sewer line under the NWP 29 and I just want to make sure that I'm not advising my client into the wrong area. This project (for which you already issued a "no permit required" letter) doesn't have any permanent wetland impacts. We do, however, have one proposed stream crossing, for the sewer line tie in. I just want to cover all my bases (since this project just got handed to me from another PM). Thanks so much!!
