Facility History — The General Electric Company - Hickory Facility received in 1989 an NPDES permit to
discharge 0.094 MGD of treated groundwater to an unnamed tributary to Cline Creek. The Division issued
an Authorization to Construct permit (1990) for a groundwater remediation system [GW-REM] designed to
capture and remove volatile organic solvents in proximity to a closed, on -site landfill known to contain
these solvents [For description of the GW-REM system, see NPDES renewal Fact Sheet dated 17Jul2010].
Permitting History — Hazardous Waste Management issued landfill -management permit NCD003237948,
and has subsequently renewed this permit. It requires quarterly reports to include concentrations of volatile
organic solvents (both influent and effluent) targeted by the remediation facility. The number of
groundwater capture wells and well -configuration are part of NCDO03237948 conditions. Initially, the
NPDES permit required monitoring of a broad range of organic solvents, and contained limits for
trichloroethylene (TCE), 1,1,2,2 tetrachloroethylene (PCE), and pH; the Division also initially required
quarterly chronic toxicity testing at 48% effluent dilution.
During permit renewal in the 1994, the NPDES Unit reduced the number of Parameters of Concern (POCs)
to TCE and methylene chloride, based on Reasonable Potential Analysis (RPA). The Permittee contested
the 1994 permit, and after further review, the Division consented to remove Whole Effluent Toxicity
(WET) testing as well. The Division also granted the Permittee's request to increase permitted flow to 0.120
MGD in 1996.
Based on RPA, TCE was reinstated in 2010. Currently, POCs include TCE [391801 and PCE [344751, flow
and pH; limited parameters include only flow [0.120 MGD] and pH [6.0-9.0] -- based on RPA - no changes
recommended for renewal.

Reasonable Potential Analysis (RPA) - The Division did not conduct an RPA on PCE because the
Permittee's database (Nov2016-Apri12020) reported no concentration above analytical method -detection
limits (MDLs). The parameter TCE was detected in one (1) of 14 samples at a concentration of 1.4
µg/L. The RPA indicated an allowable concentration of 71.29 µg/L TCE considering dilution, thereby
concluding that there is no reasonable potential for TCE to exceed its water -quality standard.
The analytical results submitted with the application package for this renewal showed that high levels of
tetrachloroethene and trichloroethene are still present in the influent, so these two parameters will still be
monitored in the permit in case of breakthrough. Additionally, high levels of cis- 1,2 Dichloroethne were
found in the influent, so quarterly monitoring of this parameter has been added to the renewed permit, to be
evaluated at the next renewal.
