Describe the existing conditions on the site and the general land use in the vicinityof the project at the time of this application:* Piedmont Natural Gas proposes to construct the Ramsey Road segment of the Highway 17 North Carolina Department of Transportation (NCDOT) Distribution Replacement Project (Project) near the City of Jacksonville in Onslow County, North Carolina. The Project is located along a 3.19-mile section of Ramsey Road (Route 1324) and Kellum Loop Road, northeast of the City of Jacksonville. The Project will begin approximately 0.17 miles east of the intersection of Route 1324 and Carolina Forest Boulevard, proceeds east along Route 1324 for approximately 3.12 miles, turns southeast and proceeds for 0.17 miles along Kellum Loop Road, and ends at New Bern Highway (Highway 17). The Project is being constructed to replace a portion of an existing natural gas distribution pipeline that extends along Highway 17. This portion of the pipeline will be decommissioned and removed due to a proposed NCDOT project involving Highway 17. The NCDOT project will consist of widening and reconfiguring Highway 17, and the existing pipeline needs to be relocated to allow for the expansion. The Project will consist of installing approximately 16,922 linear feet of 8-inch mediurn-dense polyethylene (MDPE) natural gas distribution pipeline within a proposed 35-foot-wide construction easement. The easement will consist of a 20-foot-wide temporary work area and a 15-foot-wide permanent maintenance easement to remain post -construction. Construction will involve 11,309 feet of conventional open cut trenching, 5,438 feet of horizontal directional drilling (HDD), and 175 feet of auger bore. Construction will involve the use of typical heavy construction equipment (e.g., excavators, dozers, scrapers, side booms) and will be executed in compliance With all required permits and regulatory conditions. The Project will span across wetlands and tributaries associated with Wolf Swamp. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Avoidance and minimization of impacts to wetlands and other waterbodies was attempted by routing the pipeline within and adjacent to already existing and maintained utility and NCDOT easements. The temporary work area and permanent maintenance easement were kept as narrow as possible to minimize disturbances during construction and maintenance. 11b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The majority of impacts will be temporary, and the Project will not result in a loss of wetlands or other waterbodies. The pipeline will be partially installed using HDD, winch means the permanent pipeline easement will not require earth work. Tree clearing will be required as part of PNG's Integrity Management Plan; however, stumps and root systems will remain in place. Construction matting will be used at the open cut stream and wetland crossings to help minimize the disturbance. The project will be constructed in accordance with state/local and federal guidelines pertaining to minimizing impacts during construction. An approved and certified erosion and sediment control plan will be provided to the contractor for proper implementation of appropriate BMPs. Additionally, measures to minimize wetland and stream channel impacts from vehicle activity will be utilized. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. January 2020 PIEDMONT NATURAL GAS Permanently Maintained Access Corridor Protocol To Comply with NC Water Quality General Certification No. 4133 To comply with the NC Water Quality General Certification No. 4133 condition for permanent maintained access corridors in wetlands and across stream channels to not exceed 30 feet wide for gas utility lines, Piedmont Natural Gas has implemented the following protocol. Piedmont Natural Gas does not use herbicides to maintain vegetation on permanent access corridors. Mowing equipment and tree trimming equipment is utilized where feasible to ensure there is a clear line of sight of the pipeline corridor to perform inspections per Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations. Much of the inspections are conducted using aerial patrols which is why it is important to ensure the tree canopy does not cover the pipeline corridor. Piedmont Natural Gas right-of-way(ROW) maintenance staff utilize GIS software to identify permanent access corridors based on recorded property easement data imported to the company internal asset management system. Note, the ROW maintenance staff do not use construction or permit drawings to plan maintenance activities. Once a project obtains environmental permits and/or approvals, the shapefile data of the jurisdictional features delineation is imported to the internal asset management system, displaying on an environmental layer which allows the jurisdictional boundaries viewable by the ROW maintenance staff when planning maintenance activities. Piedmont Natural Gas ROW maintenance staff have been trained on the NC GC 4133 conditions for permanent maintained access corridors and are aware of the allowable maintenance widths. (Burns & McDonnell), on behalf of Piedmont Natural Gas (PNG) has prepared the following request for consultation under Section 106 of the National Historic Preservation Act for the proposed Highway 17 NCDOT Distribution Replacement Project Ramsey Road (Project) in Onslow County, North Carolina (Figures 1 and 2). The proposed area of potential effects (APE) is located at 34.810566, -77.380336 and totals 11.3 acres. The Project includes installation of approximately 17, 250 feet of 8-inch medium-dense polyethylene (MDPE) natural gas distribution pipeline. The pipeline will be constructed within new 15-foot-wide permanent easement and utilize 20-foot-wide temporary easements during construction. The pipeline will be constructed via a combination of open cut and bore methods. The proposed depth of impact is between 3 and 15 feet. The proposed limits of disturbance (LOD) are shown in the accompanying LOD kmz. The proposed Project, which will result in impacts on waters of the U.S., will require a Nationwide Permit 12 from the U.S. Army Corps of Engineers (USACE), Wilmington District. Piedmont Natural Gas has not submitted its permit application with the USACE regarding this Project, however, due to project time constraints, the application may be submitted prior to SHPO concurrence. This project review letter compiles known cultural resources in the Project vicinity. BACKGROUND REVIEW Burns & McDonnell reviewed previously recorded cultural resources and surveys within a Study Area extending 1 mile beyond the Project (Figure 3) Burns & McDonnell received record search results from the North Carolina Office of the State Archaeologist (OSA) for the Project on September 10, 2020. Burns & McDonnell also reviewed the State Historic Preservation Office’s (SHPO’s) HPOWEB GIS service application online for non-archaeological historic-age resources within the Study Area on September 11, 2020. No previous surveys are documented within the APE. Four historic-age non-archaeological resources and four archaeological sites were identified within the 1-mile Study Area (Figure 3; Tables 1 and 2). One of the previously recorded non-archaeological historic-age resources was Renee Gledhill-Earley State Historic Preservation Office September 24, 2020 Page 2 mapped within the APE. The Benjamin Lee Parker House (Resource ON0419) is mapped within the eastern terminus of the APE at the intersection of U.S. Hwy 17 and Kellum Loop Road. A review of available aerial imagery indicates a building stood at that location until 2003 but was no longer extant by 2005. All of the previously recorded historic-age resources were recorded in 1987 and none have been assessed for NRHP eligibility. No additional information about the resources was available on HPOWeb. Geological Survey (USGS) topographic maps of the APE indicates that several buildings stood at the intersection of Ramsey Road and Drummer Kellum Road near the center of the APE by 1943 but are no longer extant by 1977/1978 (USGS 1943, 1977, 1978). At least three cemeteries associated with the community are also depicted on these later maps, though all are outside the proposed APE (USGS 1977 and 1978). Ramsey Road in its current configuration was built between 1956 and 1977 (NETR 2020, USGS 1977). It appears many of the buildings were razed prior to or during its construction. The proposed Project would be underground and has little potential to impact historic-age non-archaeological resources. The proposed Project crosses Wolf Swamp east of the intersection of Ramsey Road and Drummer Kellum Road. Soil along this perennial stream is mapped as Muckalee loam (NRCS 2020). These alluvial soils may have potential to harbor buried archaeological deposits, however, may be disturbed from construction of the structure carrying Ramsey Road across the stream. The map and imagery review also showed land use in the Project vicinity may affect the likelihood of intact archaeological sites crossed by the Project. Most of the eastern half of the Project has been under cultivation since at least 1956, while the western portion appears to be active timber plantation. Archaeological deposits, if present, are likely to be disturbed. Your review of and comments on this records review for the Piedmont Natural Gas Highway 17 NCDOT Distribution Replacement Project Ramsey Road is appreciated. A USACE Nationwide Permit 12 is anticipated for the Project, and the USACE has previously requested that Piedmont Natural Gas should follow your recommendations regarding any additional cultural resources surveys. Piedmont Natural Gas proposes to construct the Ramsey Road segment of the Highway 17 North Carolina Department of Transportation (NCDOT) Distribution Replacement Project (Project) near the City of Jacksonville in Onslow County, North Carolina. The Project is located along a 3.19-mile section of Ramsey Road (Route 1324) and Kellum Loop Road, northeast of the City of Jacksonville. The Project will begin approximately 0.17 miles east of the intersection of Route 1324 and Carolina Forest Boulevard, proceeds east along Route 1324 for approximately 3.12 miles, turns southeast and proceeds for 0.17 miles along Kellum Loop Road, and ends at New Bern Highway (Highway 17). The Project is being constructed to replace a portion of an existing natural gas distribution pipeline that extends along Highway 17. This portion of the pipeline will be decommissioned and removed due to a proposed NCDOT project involving Highway 17. The NCDOT project will consist of widening and reconfiguring Highway 17, and the existing pipeline needs to be relocated to allow for the expansion. A location map has been provided in Appendix D. The Project will consist of installing approximately 16,922 linear feet of 8- inch medium-dense polyethylene (MDPE) natural gas distribution pipeline within a proposed 35-foot-wide construction easement. The easement will consist of a 20-foot-wide temporary work area and a 15-foot-wide permanent maintenance easement to remain post-construction. Construction will involve 11,309 feet of conventional open cut trenching, 5,438 feet of horizontal directional drilling (HDD), and 175 feet of auger bore. Construction will involve the use of typical heavy construction equipment (e.g., excavators, dozers, scrapers, side booms) and will be executed in compliance with all required permits and regulatory conditions. The Project will span across wetlands and tributaries associated with Wolf Swamp.
