Explain the purpose of the proposed project:* The purpose of the Piedmont Natural Gas (PNG) Line 473 project (Project) is to meet customer demands and continue to provide reliable service to its epsting and future customers in the greater Clayton area. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The Project includes the construction and operation of an approximately 1.75-mile, 8-inch natural gas pipeline. The pipeline will tie into the existing Line 94 pipeline south of NC Business Route 70 and at the southern terminus of Wildwood Drive. The pipeline will then travel north along Wildwood Drive and cross NC Business Route 70 and the North Carolina Railroad via Horizontal Directional Drill (HDD). The route then continues northwest paralleling NC Business Route 70 and the railroad before turning northeast/east along Highway 42. The pipeline extends along Highway 42 for approximately 0.8-miles before crossing to the north side of the road via a conventional bore and terminating at the Flowers Plantation Regulator Station. The pipeline terminus points are at: south/west (35.626745,-78.43911) and north/east (35.643098,-78.430338). An approximately 0.3-acre launcher and main line valve station is proposed at the southern terminus and the Flowers Plantation Regulator Station is approximately 0.5 acres. The pipeline will be installed using conventional open cut construction in most areas. Conventional open cut construction of the line will require a 50-foot-wide to 150-foot-wide construction corridor. The permanent easement will be 50-feet-wide north of NC Business Route 70 and 30-feet-wide south of NC Business Route 70 due to landowner negotiations. The permanently maintained corridor through wetlands and streams will be 30-feet-wide as detailed in the attached PNG Permanently Maintained Access Protocol and noted on the construction drawings. For the three stream crossings and wetlands along Highway 42 (Streams A, C, and D), the 50-foot-wide permanent easement will be acquired with a 30-foot-wide maintained corridor and the remaining 20-foot-wide area will serve as temporary construction workspace. There is no additional temporary workspace proposed outside the 50-foot-wide permanent easement at the stream crossings and within the 50-foot riparian buffer in an effort to reduce impacts to the %use River protected riparian buffers and to reduce impacts to Wetland A and Wetland C. Maintaining a minimum 50-foot-wide construction corridor throughout the Project maintains a standard equipment and labor force workflow, particularly around waterbody crossings, trenches, and other hazards. The minimum 50-foot-wide construction corridor will reduce variability in day-to-day activities and, therefore, helps to minimize jobsite hazards. Additionally, the wider 75-foot-wide construction corridor through Wetland A and Stream A north of NC Business Route 70 is required because the route parallels the railroad along the north side of NC Business Route 70, which limits access points to the construction corridor. The additional temporary workspace is needed to install proper matting and for equipment to move in both directions along this portion of the route. Construction will involve the use of common heavy construction equipment (e.g., excavators, dozers, scrapers, side booms) and Will comply with all necessary permits and regulatory conditions. Construction and operation of the Project will result in the permanent conversion of approximately 0.2-acres of PFO wetlands to PEM wetlands. There will be no net loss of wetlands as a result of the Project. There will be a short-term direct impact to 79 linear feet of perennial stream and 167 linear feet of intermittent stream during construction. The stream bed and bank will be returned to preconstruction conditions once the pipeline has been installed. Indirect impacts to waters should be minimal as Best Management Practices (BMPs) will be installed for the purposes of erosion and sediment controls. BMPs will be checked regularly to confirm they are functioning as designed and expected. PNG plans to begin construction in January 2021; and the anticipated in-service date is April 2021. 4j. The project will be constructed in accordance with state/local and federal guidelines pertaining to minimizing impacts during construction. An approved and certified erosion and sediment control plan will be provided to the contractor for proper implementation of appropriate BMPs. Piedmont Natural Gas does not use herbicides to maintain vegetation on permanent access corridors. Mowing equipment and tree trimming equipment is utilized where feasible to ensure there is a clear line of sight of the pipeline corridor to perform inspections per Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations. Much of the inspections are conducted using aerial patrols which is why it is important to ensure the tree canopy does not cover the pipeline corridor. Piedmont Natural Gas right-of-way(ROW) maintenance staff utilize GIS software to identify permanent access corridors based on recorded property easement data imported to the company internal asset management system. Note, the ROW maintenance staff do not use construction or permit drawings to plan maintenance activities. Once a project obtains environmental permits and/or approvals, the shapefile data of the jurisdictional features delineation is imported to the internal asset management system, displaying on an environmental layer which allows the jurisdictional boundaries viewable by the ROW maintenance staff when planning maintenance activities. Piedmont Natural Gas ROW maintenance staff have been trained on the NC GC 4133 conditions for permanent maintained access corridors and are aware of the allowable maintenance widths. Often it is difficult to perform vegetation maintenance in wetlands and at stream channels where there is steep terrain or wet conditions limiting vehicular use resulting in less than 30 feet maintained, thus complying with the NC GC 4133.
