The North Carolina Department of Transportation is requesting the issuance of a NW 3 permit and corresponding DWQ certification for maintenance work associated with the placement of 19 pile jackets on Bridge # 7 over the Roanoke River in Berrie County. The pile jackets will be 7 feet long with 5 feet above the waterline and 2 feet below the waterline. At some locations the mud line is within 2 feet of the water surface. Therefore, NCDOT will need to remove some sediment around the base of the pile in order to properly install the pile jacket. The area temporarily impacted will be a width of I ft. around the base and no deeper than 2 feet. This will be done using a pressurized water hose. Prior the soil displacement a turbidity curtain will be placed to incase the pile. The process will result in a total of 59.47 sq. ft. of area being disturbed. This maintenance project is designed to reduce the impact of a deteriorating bridge and prolong the life of the existing structure. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The existing bridge crosses the Lower Roanoke River system, which consist of the Cashie, Middle and Roanoke River. This bridge is approximately 1 mile long with a high rise over the Roanoke River. The bridge was constructed in 1968 and the aging concrete piles need maintenance work conducted to preserve structural integrity. The adjacent landuse is primarily in woodland conservation. The south end of the bridge on the Washington County side has a public boat ramp managed by the Wildlife Resource Commission. 3b. Explain the purpose of the proposed project: Restore and preserve structural integrity of the bridge # 7 pilings 3e. Describe the overall project in detail, including the type of equipment to be used: The bridge was constructed in 1968 and the aging concrete piles need maintenance work conducted to preserve structural integrity. This will be done by the placement of pile jackets around the piles. The pile jackets are 7 ft. in length and will be placed at the waters edge, leaving 5 ft. above the waterline and 2 ft. below the water line. At some locations the mudline is within 2 ft. of the waters surface. Therefore, some minimal soil displacement will need to take place around the base of the pile. This will be done by using pressurized water. An area approximately 1 ft. around the base of the pile will need to be removed to a depth not exceeding 2 feet. Prior to the soil removal a turbidity curtain will be placed around the base of each piling. This will capture the suspended material. Once the pilling collars are in place a filler will be pumped into the collars. This will reinforce the piling at the scour zone. 4. Jurisdictional Determinations 4a.
