On January 25, 2010, the Division of Water Quality (DWQ) received your application dated January 21,
2010, to fill or otherwise impact 0.1275 acres of 404/wetland, 153 linear feet of perennial stream, 108
linear feet of intermittent stream, and 23,188 square feet of Zone 1 Tar-Pamlico River basin protected
riparian buffers and 11,685 square feet of Zone 2 Tar-Pamlico River basin protected riparian buffers to
construct the proposed Triangle North Industrial Park at the site. On April 12, 2010, and June 16, 2010,
the DWQ received additional information from you, however, the DWQ has determined that your
application remains incomplete and/or provided inaccurate information as discussed below. The DWQ
will require additional information in order to process your application to impact protected wetlands
and/or streams on the subject property. Therefore, unless we receive five copies of the additional
information requested below, we will place this project on hold as incomplete until we receive this
additional information. If we do not receive the requested information, your project will be formally
returned as incomplete. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
1. A Wet Detention Pond does not provide an adequate level of total nitrogen removal (25%) to
be used in place of a level spreader (a minimum of 30% total nitrogen removal is required).
At Outlets 1 and 4/5, please replace the proposed wet detention ponds with stormwater
wetlands. A stormwater wetland will work in an area with a high SHWT and also provide
sufficient total nitrogen removal to be used in place of a level spreader (40%).
2. For the level spreader designs, please address the following issues:
a. Per Item 2 of the Required Items Checklist, please provide custom plan details at a 1"
= 30' scale or large with 1' topographic lines, showing proposed topo and its
connection to existing topo. On these details, please include specific details on the
proposed flow splitting devices with correct swale dimensions, invert elevations, etc.

b. The flow splitting devices must be equipped with concrete weirs to split flow
between the input and bypass swales. Please clearly show the weir elevations on the
plan details and provide the calculations used to set the weir elevations.
c. The filter strip must be straight in plan view (an issue for level spreaders 6 and 7).
d. The bypass channel must enter the stream at an angle (an issue for level spreader 6).
e. For level spreader 7, please show 1' contours downslope of the level lip. Please
explain the choice of discharge location for the bypass channel (for example, it could
be an existing natural draw).
3. The Operation and Maintenance Agreements must be signed and notarized.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
