HomeMy WebLinkAbout20190210 Ver 2_A-11_stream monitoring plan for sites 10-12, 15, 17_202011131 A-11 Stream Relocation Monitoring Plan Ver. 1.0 Sites 10, 11, 12, 15, 17 A-11 Stream Relocation Monitoring Plan UT to Blair Creek Clay County Version 1.0 February 14, 2019 NCDOT Division 14 This plan addresses requirements for the relocation of five reaches on unnamed tributaries to Blair Creek impacted for construction of the A-11 Improvement Project in Clay County, NC (TIP A-11). These reaches scored LOW by NCSAM. A separate monitoring plan has been prepared for the Site 5 channel relocation. Being in roadside ditches or adjacent to maintained roadway, most of the stream channel lengths to be relocated are unstable and/or incised or hardened with rip rap. Also, buffers on the existing channels are absent or limited in extent (woody buffers generally <10’ width and only exist on the site 17 reach) because of the adjoining road and because there are either maintained yards or agricultural fields on the opposing sides. Portions of these channel were relocated previously for improvements to NC 69 in the early 1990’s. The design of the new stream channels, with exception of Site 12 (through Cherry Farm Historic Property), includes rip rap lining along the channel margins and in the channels where hydraulic analyses dictated it. Where rip rap is used in the relocated channels, contractors will be instructed to embed the rock into the channel bottom with heavy equipment to “choke-out” the large inter- rock spaces and expedite bedload “naturalization”. NCDOT will be responsible for implementing the monitoring plan, data collection, and report writing. GENERAL MONITORING PLAN Monitoring data collected at the Sites will include reference photos facing upstream from the downstream end of each relocation reach. Stream morphology is proposed to be visually monitored annually for a period of five years. The results of visual monitoring will be reported 2 A-11 Stream Relocation Monitoring Plan Ver. 1.0 in all monitoring reports. Monitoring will be conducted by NCDOT or its duly authorized representatives. Monitoring reports of the data collected will be submitted to USACE annually, no later than April 1 of the year following the monitoring year. VISUAL MONITORING As noted previously, the Sites will be visually monitored annually to identify problems with results documented (photo) and recommended courses of action identified for approval by USACE. REMEDIAL ACTIONS Monitoring reports will address remedial actions. However, identified needs for remedial action will be communicated as soon as possible after identification to USACE.
