Dear Mrs. Amschler:

The North Carolina Department of Transportation (NCDOT) is requesting reauthorization of GP
31 (or authorization under GP 50) for stream and wetland impacts that are necessary for
improvements to the 3.79-mile long NC Highway 69 project near Hayesville in Clay County, NC.
Approximately half of the permitted impacts have been completed to date (see table below). The
contractor has been working without undue delay after starting construction in permitted areas.
However, staging, traffic control changes, utility work, and other conflicting tasks inherent to a
project of this scope have prevented completion of all necessary stream work since the project
was permitted in July 2019. The overall project completion is expected to be September 2023,
though stream work should be completed much earlier.
