Dear Mr. Herrmann,
The Division of Water Resources (DWR) received a draft Bank Parcel Development Package
(BPDP) for the Banished Bull Mitigation Site (Site) in 2020, for review and approval under the terms
and conditions of the Watershed Investments NC, LLC (WING) Banished Bull Mitigation Banking
Instrument for Riparian Buffer Mitigation and Nutrient Offset (MBI) received on April 8, 2020.
Effective November 17, 2020, the MBI was made and entered into by WINC acting as the Bank
Sponsor, and the DWR. DWR reviewed the BPDP and MBI documents and provided comments and
recommendations. DWR received a revised BPDP and MBI that addressed all comments and
recommendations. The table below summarizes the timeline of the BPDP and MBI:
