On May 26, 2010, 1 visually inspected the construction work on Bridge No. 44 on US 19E over the North Toe
River in Avery County. Review of the project found that the sediment bag that was being pumped too was
leaking on one side and that concrete poured the day before (May 25, 2010) was spilled on the work pad and
came very close to entering the North Toe River. The inspector indicated that a pipe had clogged while trying
to pour concrete around a pier and when the pipe was removed the concrete ran onto the work pad. I would
remind you that green or wet concrete has a pH of approximately 12 and will kill fish and other aquatic life
when it comes in contact with surface waters. Measures should be taken to prevent any concrete from entering
the North Toe River.
The erosion and sedimentation control structures, vegetative covering, mulching and matting appear to be
working properly. except for the sediment bag.
Continue to ensure that all sediment and erosion control structures are maintained and that seeding and
mulching are performed as needed to protect downstream waters. Please refer to the attached inspection report
for additional comments and recommendations.
