Dear Mr. Thornton:
I have reviewed your request for the schedule change in the FERC-approved plan mentioned below. This
proposed change is acceptable to DWQ, with the following minor changes:
1. Please indicate on the first page of the final draft that this is a revision to the September 30, 1995
Downstream Water Quality Monitoring Plan.
2. Please indicate on p. 8 in section 3.3.1.4 that a copy of the letter also will be provided to my office,
as it has been done previously.

Stratford, John and Cyndi,
Back in November I sent out the request below. I am unable to find record that NCDWQ did or did not
concur. Stratford, you may remember our discussing this in our November meeting with USGS. At that
time I was going to request an extension of time from FERC. However, since this looks like it could be a
recurring theme every 5 years, I am suggesting a schedule change in the FERC approved plan.
Therefore, I need your concurrence or comment before I submit to FERC as a revised plan. I'd
appreciate a response by the end of the month. I have attached a revised plan draft. It only shows
revised dates (redline/strikeout version of original plan).

The NC Wildlife Resources Commission does not object to revision of the Dominion Virginia Power/ North
Carolina Power Downstream Water Quality Monitoring Plan's reporting schedule to accommodate the US
Geological Survey's internal review and publishing requirements.

Folks,
As we discussed in our meeting last week, I need to ask FERC for an extension of time not only
for the 1998 - 2005 draft now being finalized by USGGS, but also for the 2005 - 2009 report of
which we discussed the scope. One of the action items for that meeting was to follow up with

an extension of time request. My thought at that time was to ask for the extension next year
sometime. However, once I reviewed the plan, the best way would be to ask for a revision to
the plan. That way we will not need to ask for an extension of time every 5-years (assuming the
study continues beyond the first cycle). To that end, I have revised the 2005 version of the plan
and am attaching a draft of a revised plan. Please note revisions in the consultation section
(2.2.2) and the schedule section (5.0). Please send any comments to me by December 9, 2009.
