Dear Ms. Gilbert:
This Office has reviewed your CAMA application dated May 28, 2010 for the fill of 404 wetlands
beneath and adjacent to your house. The DWQ has determined that your application was incomplete as
discussed below. The DWQ will require additional information in order to process your application to
impact protected wetlands and/or streams on the subject property. Therefore, unless we receive the
additional information requested below, we will have to move toward denial of your application as
required by 15A NCAC 21-1.0506 and will place this project on hold as incomplete until we receive this
additional information. Please provide all of the following information so that we may continue to
review your project.
1. The DWQ requests that you avoid impacts to the 404 wetlands beyond the house footprint.
You must show that you have avoided and/or minimized the greatest amount practicable.
You need to be able to justify the amount of fill proposed (a side or back yard are not
considered justification).
2. You must provide a cross section of the proposed fill and how you are proposing to stabilize
the fill such as 2:1 or greater slopes or retaining walls. If you plan to use side slopes, then
you need to provide how they will be stabilized (sod or seed). In addition, you need to show
a proposed silt fence alignment that will prohibit the movement of sediment beyond the
project footprint.

Please respond within three weeks of the date of this letter by sending this information to me in writing
and two copies to Ian McMillan c/o 401 Wetlands Unit, 2321 Crabtree Blvd, Raleigh, NC 27604-2260.
Please reference the DWQ Project # of 2010 0423 in all future correspondence. If we do not hear from
you within three weeks, we will assume that you no longer want to pursue this project and we will
consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that these impacts requested within your application are not
authorized (at this time) by the DWQ. If you have any questions, please feel free to call me at 910
