NOTICE OF PRE-HEARING WORKSHOPS AND PUBLIC HEARINGS
FOR THE REPLACEMENT OF THE HERBERT C. BONNER BRIDGE ON NC 12
TIP Project No. B-2500

The North Carolina Department of Transportation (NCDOT) will hold pre-hearing
workshops and public hearings at the following times and places:
Tuesday, July 6, 2010: Pre-Hearing Open House - 4:00 p.m. to 6:30 p.m.
Manteo High School, 829 Wingina Avenue, Manteo
• Wednesday, July 7, 2010: Pre-Hearing Open House - 3:00 p.m. to 7:00 p.m.
Rodanthe-Waves-Salvo Community Center, 23186 Myrna Peters Road, Rodanthe
• Thursday, July 8, 2010: Pre-Hearing Open House - 4:00 p.m. to 6:30 p.m.
Cape Hatteras Elementary School, 47500 Middle Ridge, Buxton
Department of Transportation representatives will be available in an informal setting
during the hours indicated above to answer questions and receive comments relative to the
proposed project. The opportunity to submit written comments or questions also will be
provided. Interested citizens may attend at any time during the above mentioned hours on the
days indicated above.
The formal public hearings will be held on Tuesday, July 6, 2010 in the Manteo High
School Auditorium and on Thursday, July 8, 2010 in the Cape Hatteras Elementary School
Cafeteria. Both hearings will begin at 7:00 p.m. The presentation will consist of an explanation of
the proposed design, right of way and relocation requirements/procedures. The hearing will be
open to those present for statements, questions and/or comments. Additional comments will be
accepted until August 6, 2010.
Anyone wishing to speak at the formal hearings may register to do so at the pre-hearing
workshops, immediately prior to the formal hearings or by calling 1-866-803-0529. Speakers
will be called in the order they signed up. A three-minute time limit will be imposed for speaking
in order to allow a fair opportunity for all those wishing to do so. Additional spoken comments
will be received after those who registered have finished their comments.
This project proposes proposed to replace the Herbert C. Bonner Bridge on NC 12. An
additional alternative (Parallel Bridge Corridor with NC 12 Transportation Management Plan)
was evaluated and selected as the Preferred Alternative in an Environmental Assessment,
published in May 2010. This alternative is being considered for the replacement along with
refinements made to the detailed study alternatives since the release of the September 2008
Final Environmental Impact Statement (FEIS). The proposed project will require additional right
of way and the purchase of homes and businesses.
A map displaying the location and design of the project and a copy of the Environmental
Assessment are available for public review at the Dare County Planning and Inspections
Satellite Office, 49815 NC HWY 12, Buxton and at the NCDOT Resident Engineer's Office, 349
Waterplant Road, Unit B, Manteo.
Copies of the Environmental Assessment are also available for review at the Dare
County Libraries in Manteo at 700 HWY 64/264, in Hatteras at 56658 NC HWY 12, and in Kill
Devil Hills at 400 Mustian Street and the Fessenden Recreation Center, 46830 NC HWY 12,
Buxton.

NCDOT will provide auxiliary aids and services under the Americans with Disabilities Act

arrangements can be made.
