Box 891 • Southern Pines N.C. 28388 (910) 695-1043 9 Fax (910) 695-3317 14 December 2001 Mr. John Dorney NC DENR, Division of Water Quality Wetlands/ 401 Unit 2321 Crabtree Blvd. Raleigh, N.C. 27690 Dear John: Southern Products and Silica Co., Inc., has been asked by the Town of Southern Pines to allow a raw water pump test of 1 of their ponds. The purpose is to determine if this pond could be an emergency raw water source for the Town. The pond in question is the easternmost pond at the Southern Products mine site in Richmond County. Currently, this pond, per agreement with Land Resources, DWQ and the ACOE, discharges water sheet flow across a graded, reclaimed dike to Drowning Creek Swamp. The proposed pumping test, which will last between 1 and 10 days, would pump 2100 gpm into the swamp. Southern Products does not own the adjacent swamp and we are concerned that this would create an erosion/ turbidity problem. Southern Pines now proposes to pump the water directly to Drowning Creek at a point above the Southern Pines water intake. Prior to authorizing this test, we want to be sure that we will not violate our Water Quality Certification (Water Quality Certification No. 2551) for the mine.
