Please give a brief project description below. * Applicants are seeking emergency authorizations to proceed with a bulkhead and riprap revetment to protect two adjacent homes imminently threatened by erosion located at 282 (Farnsworth) and 290 (Brown) Soundview Drive on Cedar Island Beach adjacent the Pamlico Sound in Carteret County, North Carolina. An accelerated erosion rate since Hurricane Florence and Dorian coupled with a prolonged severe Northeaster in mid September setup by the passing of Hurricanes Sally and Teddy has put mean high water at or under the residences. The applicants are seeking a bulkhead alignment that allows adequate room for heavy equipment access around the residential structures for bulkhead construction including, associated tie backs and bulkhead backfill. Space between the existing house pilings and the proposed bulkhead will also be needed for the placement of granite riprap in a sloping revetment seaward of the proposed bulkhead. These erosion control measures are necessary due to the high energy wave conditions resulting from this shorelines orientation, fetch and high wind tides from onshore winds. The applicants are seeking an alignment that is approximately 20' below MHK An emergency permit from the Division of Coastal Management Morehead City field staff is currently being sought that would have an associated 401 certification attached to the emergency permit.
