SUBJECT: CAMA Dredge/Fill Pon -nit Major Modification for Town of North Topsail Beach
Permit No. 79-10, Onslow County, North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit
application with regard to impacts on fish and wildlife resources. The project site is located from the
Public Beach Access BA13B to south of Topsail Reef Villas. Our comments are provided in accordance
with provisions of the Coastal Area Management Act (G.S_ 113A-100 through 113A-128), as amended,
Sections 401 and 404 of the Clean Water Act, as amended, and the Fish and Wildlife Coordination Act
(48 Stat. 401, as amended; 16 U.S.C_ 661 et seq.).
The applicant proposes to modify Permit No. 79-10 to perform dune reconstruction via truck haul from
the ST Wooten and 421 Sand mines along the oceanfront beach between the Public Beach Access BA13B
and the Topsail Beach Villas. This project is stated to restore frontal dune damage from Hurricane
Florence along 4.4 miles of the northern half of the Town's oceanfront. Approximately 187,000 CY of
sand would be hauled from two previously approved mine sites. A varying crest width of 7'-46' is
proposed with a crest height of 12'-15 NAVD88. The dune would have a 3:1 waterward slope with sand
placed immediately waterward the eroded frontal dune to avoid the creation of any troughs or valleys
between the existing frontal dune and the project area. Material from the two borrow sites would be
washed and processed prior to being trucked to the project area, then staged and trucked on the beach at
the site. Sand from the ST Wooten site is calculated to have a mean grain size of 0.27 mm with less than
2% fines, less than 0.5% granular and gravel material, and less than 1% calcium carbonate material. Sand
from the 421 Sand Mine is stated to have a mean grain size of 0.41 mm with 0% fines, approximately 1%
of granular material and 0% gravel and calcium carbonate. Deposited sand would be graded to the design
by bulldozer, accessed by five sites; three with existing vehicular accesses and two that would need
temporary dune impacts. All areas would be returned to pre -project conditions post construction. The
applicant states all activities would adhere to a May 1 —November 15 moratorium -

The NCWRC has reviewed the permit modification has the following recommendations:
The current proposal includes dune reconstruction landward the mean bighwater line.
Due to the proximity of the project from the inlet area and the upland source of the
material, the moratorium start date can be modified to May 1 for this proposal. All
activities, including removal of any ruts on the beach and heavy equipment, should be
done prior to start of sea turtle nesting season on May 1. The April 1 -- November 15
moratorium for Permit No. 79-10 encompasses a larger project and should remain in
place outside this modification request_
Material used to restore dunes should follow beach compatibility standards, including
grain size and color. Material placed on the beach shall be inspected daily to ensure
compatibility_ Any non -compatible material placed on the dunes or beach should be
removed immediately. Non -compatible material, including organic material, clay, and
rocks, as well as construction debris, toxic materials or other foreign matter adversely
affect sea turtle nesting activities and sea turtle nest viability.
• Dune reconstruction should not be designed or constructed waterward the pre -Florence
dune profiles. At no time should the dunes or any associated structures be constructed
closer to mean high water than the pre -Florence dune profiles.
+ Access paints for construction vehicles should be as close to the project site as possible.
Construction vehicle travel down the beach should be limited to the maximum extent
possible.
During construction, trash and food items shall be disposed of properly either in predator -
proof receptacles, or in receptacles that are emptied each night to minimize the potential
for attracting predators of piping plovers, red knots, and sea turtles.
* Sea turtle nesting surveys must be conducted within the project area between May 1 and
November 15 of each year, for at least two consecutive nesting seasons after completion
of sand placement (2 years post -construction monitoring). Acquisition of readily
available sea turtle nesting data from qualified sources (volunteer organizations, other
agencies, etc.) is acceptable.
+ Visual surveys for escarpments along the project area must be made immediately after
completion of sand placement, and within 30 days prior to May 1, for two subsequent
years after any construction or sand placement event. Escarpments that interfere with sea
turtle nesting or that exceed 18 inches in height for a distance of 100 feet must be leveled
and the beach profile reconfigured to minimize scarp formation by May 1. Any
escarpment removal must be reported by location. NCWRC and the US Fish and Wildlife
Service (USFWS) must be contacted immediately if subsequent reformation of
escarpments that interfere with sea turtle nesting or that exceed 18 inches in height for a
distance of 100 feet occurs during the nesting and hatching season to determine the
appropriate action to be taken.
NCWRC and the USFWS must be invited to any pre -construction meetings held prior to
the commencement of work Advance notice (of at least 5 business days) must be
provided prior to conducting this meeting.

• Although not described in this permit modification request, sand fence installation should
not be conducted without consultation with the NCWRC and USFWS. Sand fence
installation can have significant influence on sea turtle nesting activities, especially when
dunes that have less steep slopes can serve as nesting habitat and as dunes, including
fencing and planted grasses, arc positioned closer to mean high water.
