Dear All,
NPDES Wastewater Permitting Unit had a meeting with Camp Lejeune on April 30, 2019. Manure is
the compost and it is acceptable by NPDES for Camp Lejeune to send the compost to their
wastewater treatment plant.

Thanks for touching base on this. I think this is the situation where we figured out that the Camp
LeJeune did not have any type of stormwater discharge permit from us except the NPDES MS4
Permit, and it didn't cover this operation. They were scheduled to come in and discuss their various
wastewater permits with the NPDES Permitting Unit in DWR, but I can't remember if that date has
passed. Any wastewater disconnection would likely have to go a wastewater permitting route
because of modeling and alternatives analyses necessary for something that used to go to a sanitary
sewer. I'm copying Julie Gryzb and Qais Banihani in her group in DWR to see if they have an update
on Camp LeJeune's plans for this.

Bethany,
I received a copy of a letter that was sent to you concerning disconnection of a wastewater from a
permitted wastewater collection system and requesting that the wastewater go to a stormwater
pond.
The stormwater permit that they cite in the letter is SW8 011014. One of the inspectors gave this to
me to answer. The letter was not written to me so I am not sure what you need from me.
So Here are my comments:
1. The state stormwater permit they cited is low density. So there is no pond associated with the
permit.
2. Even if there was a pond under our permit, state stormwater permits are only given for the
treatment of stormwater not wastewater. They need a different kind of treatment permit
where the discharge from the treatment pond is monitored. Our permits do not have
monitoring requirements.
3. One of my inspectors said that they found manure in the compost. If that is the problem and
the reason for this request then why doesn't the base put together a program to stop
allowing the manure to be put at the compost site. They have all kinds of open areas, why not
require the manure to be spread out over a large vegetated area as fertilizer will it will
decompose and thereby not cause a wastewater or stormwater issue? Or offer to allow
people or farmers to come and get it for their gardens and farms (other military facilities
around the country have similar programs).
Let me know if you need a letter or something from me about state stormwater or if you want me
to call the base to discuss, or if you plan on answering.
