PROJECT SUMMARY: The applicant proposes to construct approximately 55 linear feet of bulkhead along a canal front lot. Mr. Douglas Guy June 7, 2010 Page 2 9. PROJECT DESCRIPTION The project site consists of a canal front lot located at 1045 1" Street, adjacent to a man-made canal which is tributary to Stump Sound, within the Town of Surf City, in Onslow County. Directions from the Surf City bridge (Highway 50/210 bridge) are as follows: after crossing the bridge turn left onto New River Inlet Drive ( Highway 210) and proceed approximately 1.9 miles to 1st Street; turn left onto 1 st Street and continue to stopsign; turn right onto Canal Drive and immediately turn left onto 1st Street.. The subject lot is located on the left side approximately 0.15 miles. The canal front lot measures approximately 55 feet in width by approximately 123 feet in depth. The elevation of the high ground area of the lots averages approximately 3 feet above mean sea level (MSL). High ground vegetation consists primarily of domestic lawn grasses. Existing structures on the lot consist of the following: an existing asbestos bulkhead which extends approximately 55 feet along the shoreline; and an existing wooden storage shed that appears to be adjacent to the north property line. Due to the deteoration of the existing asbestos wall, sediment has accumulated waterward of the existing bulkhead and Coastal Wetland vegetation is present. The area waterward of the existing bulkhead is vegetated with mixed coastal wetland species consisting primarily of Smooth Cordgrass (Spartina alterniflora) on the lower portion adjacent to the canal (approximately 100 square feet) and Salt Meadow Grass (Spartina patens) on the higher portion adjacent to the top of the existing bulkhead. Other marsh species present in this vegetated area include Sea Blite (Suaeda linearis), and Sea Ox-eye (Borrichia frutescens). The wetland vegetation ranges in width from 1-2 feet along the shoreline waterward of the existing bulkhead. The normal high water line (NHW) in this area approximates the alignment of the adjacent bulkheads and the existing bulkhead. The adjacent shorelines have been stabilized with bulkheads. The adjacent riparian property to the northwest has been minimally developed with a docking facility, driveway and sewer and water hook-ups for recreational vehicles. The adjacent riparian property to the southeast has been developed with a docking facility and single-family residence. The waters of the man-made canal are classified SA by the North Carolina Division of Water Quality. The area is not designated as a Primary Nursery Area by the North Carolina Marine Fisheries Commission and it is closed to the harvesting of shellfish. 10. PROPOSED PROJECT The applicant is proposing to bulkhead the unstabilized shoreline of 1045 lst Street. The bulkhead would be constructed of wood, vinyl or metal sheets and would run in straight line for approximately 55 linear feet between the bulkheads on the two adjacent riparian properties. This alignment would incorporate the coastal wetland area mentioned above. The bulkhead would average approximately 3 feet (2.83 feet) waterward of the NHW line for the entire length. The 3 foot alignment is needed to tie into the existing bulkhead walls on the adjacent properties. The applicant estimates that approximately 5 cubic yards of backfill material would be placed below the NHW line. Mr. Douglas Guy June 7, 2010 Page 3 11. ANTICIPATED IMPACTS The proposed bulkhead construction with associated backfill and tie back/anchor system would result in the incorporation of approximately 156 square feet of coastal wetlands and the disturbance of approximately 550 square feet of high ground. Approximately 100 square feet of the coastal wetlands to be impacted is vegetated with Spartina alterniflora. The bulkhead backfill would also result in the filling of approximately 156 sq. ft. of Estuarine Waters and Public Trust Area.
