Dear Mr. Miles:
This correspondence is to formally request a chronology of the City of Raleigh (city) involvement and
activities associated with the illicit discharge(s) at the Terry Sanford Federal Building located at 310 New
Bern Avenue, Raleigh, NC 27601. The city issued a Notice of Violation to this facility on June 8, 2020 in
accordance with its illicit discharge and illicit connection ordinances. These ordinances are required
under the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer
System (MS4) permit issued to the city by the Department of Environmental Quality (DEQ).
The requested chronology should include the time period from when the city first became aware that there
may be an issue at the facility through the date that the chronology is submitted to DEQ. Please submit
the requested chronology within seven (7) calendar days to:
