Box 431 Belmont, North Carolina 28012 Subject: Issuance of Authorization to Construct (ATC) Permit to Install Dechlorination Facilities ATC Number 021181AOI Belmont WWTP NPDES Permit NCO021181 Gaston County Dear Mr. Waiters: The Division of Water Quality (Division) has reviewed your request for an Authorization to Construct (ATC) permit to enhance facilities at the subject wastewater treatment plant (WWTP). The Division has examined plans and specifications provided by your engineer, Gerald E. Hatton, P.E. for a de -chlorination system described generally as: • a 500-lbs./day dual tank, gas sulphonator system with dual feed and automatic switchover; • gas cylinder scales; • re -circulating wastewater supply pump and sulfur ejector; • leak detection system with external alarm and warning light; • a prefabricated enclosure for equipment protection and tank storage; the building pre -wired to include lights, heating and ventilation; This ATC is issued in accordance with Part III, Paragraph A of NPDES Permit NCO021181 effective April 1, 2002, and shall be subject to revocation unless the wastewater treatment facilities are constructed according to the conditions and limitations specified in that permit. ©fin 4MENR N. Division of Water Quality 1617 Mail Service Center Raleigh, NC 27699-1617 (919) 733-7015 Customer Service 1 800 623.7748 City of Belmont WWTP Issuance of Authorization to Construct Permit . for De -chlorination System ATC Permit 021181A01 Page 2 In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. Notification Requirements. The Permittee shall notify the Morresville Regional Office, telephone number (704) 663-1699, at least forty-eight (48) hours in advance of start-up of the installed facilities, so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours of 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding state holidays. Engineer's Certification. Upon completing construction and prior to operation startup, the Permittee shall provide the Division with certification from a North Carolina -certified professional engineer that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct, and the approved plans and specifications. The Permittee shall employ a certified wastewater treatment plant Operator in Responsible Charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to, or greater than, the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8G, .0200. The facility's ORC must visit each Class I facility at least weekly, and each Class II, III, and IV facility at least daily, excluding weekends and holidays. The ORC must properly manage and document daily operation and facility maintenance by complying with all conditions of Title 15A, Chapter 8G, 0200. Additional Conditions. The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of, or failure to act in accordance with, the terms and conditions of this Permit. City of Belmont WWTP Issuance of Authorization to Construct Permit for De -chlorination System ATC Permit 021181AOI Page 3 Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) having jurisdiction. The Permittee shall maintain a copy of the approved plans and specifications on file for the life of the facility. One (1) copy of the approved plans and specifications is enclosed for your records. Belmont WWTP (Table 1) is a 5.0 MGD Publicly Owned Treatment Works (POTW) utilizing an influent bar screen; grit chamber; three lift pumps and one screw lift pump; three mechanically -aerated clay -lined lagoons; coagulation basin, two multimedia filters; chlorine feed and contact chambers; post aeration; and a flow meter. ATC REVIEW Project Description and Findings. This facility has applied to install a 500 lbs./day gaseous sulfur dioxide de -chlorination system. The Division has noted that this system is more than adequately sized to treat peak flows in excess of permitted flow of 5.0 MGD, particularly since monthly flows have averaged below 2.5 MGD for the last several years. The dechlorination system is proposed to include dual tanks and controls with automatic switchover, and a leak -detection system. After requesting and receiving clarification on system dosing rates (see permittee's letter received October 13, 2003), the Division has determined to approve this dechlorination system and has attached the appropriate Engineer's Certification form to the approval letter. This form shall be signed and returned to the Division prior to start up. Table 1.
