WQCSD0345 Consists of 8-inch SDR 35 (sewer drain pipe) gravity lines with 14 manholes. There is only one lift station, located @ the WWTP. It has 1.5 HP duplex Myers solid -lift pumps. The panel box was replaced in August 2012. The bar screen basket was replaced in October 2012. WQ0033840 The newly added collection system line will serve 33 homes in the new Phase III. Issued 2-26-09, it consists of: 1123 ft of 8-inch diameter gravity sewer extension (0.21 miles ____________ total, 4-inch service laterals, 5 pre -cast concrete manholes and discharge of 13,200 gpd_ The 8-inch diameter sewer was connected to an existing gravity manhole on the north side of Cricket Drive. The water and sewer lines for these 33 homes in Phase III, were completed in June of 2012. With the new Phase III completed, there are a total of 19 manholes and 151 connections. Emergency Contacts: Contact individuals for emergency response to high water alarms or spillages of any kind are Mr. Vito Montaperto (828) 692-8477, (828) 777-2183 (cell) or in the event Mr. Montaperto can not be contacted, Mr. Harry James of James and James Environmental, (828) 697-0063. Entire Sewer System: Dana Hill Community's sewer system is to be inspected in its entirety annually on or about July 1 of each year. The inspection shall consist of opening all manholes and inspecting both the manhole structure and flows passing through for proper integrity and movement. Also, all vacant lots will be examined for proper stubbing above ground of all feeder sewer lines to prevent any ground water from penetration of the Dana Hill Community Sewer System. The Effluent Right of Way will also be inspected at this time for proper design and access. The Right of Way extends east from the waste treatment plant area to the unnamed tributary of the Devils Fork A written report of this inspection shall be placed in the files at the office for proof of inspection. Included in the report should be date and time of inspection plus observations made, any deficiencies reported and corrected course of actions taken if any, and who the inspector was. High Priority Sewers: Currently, Dana Hill Community has no "High -priority sewers" as defined by the state law for special inspection procedures. The Lift Station: The lift station, of which there is only one, will be inspected every business day, with the catch basin cage at the head of the inflow pipe removed out of the lift station, emptied of debris, cleaned with a hose and replaced back into the proper location working as a strainer for certain solid materials. A Lift Station Report Form will be kept in writing and given to the office when full for filing. At 6 month intervals, the lift station pumps are to be pulled and impellers, electrical systems checked for proper tolerances and so noted on the Lift Station Report Form. Also, during the daily catch basin cleaning, both pumps, all floats, alarms, electrical circuits will be checked for proper working condition. All observations and deficiencies will be noted on the Lift Station Report Form. A copy of which will be provided to the office for immediate attention. In the event of an overflow of the sanitary sewer system or high water alarm at the lift station, immediately hand operate the pumps in the lift station to see if they can be brought on line and begin to pump down the lift station. In the event this does not work, turn off the water supply to Dana Hill Community, work on pulling the pumps up out of the lift station, take corrective action to free the pumps from any blockages, reset the pumps, pump down the station and re -introduce water back into Dana Hill Community. In the event, both pumps fail and can not be restarted, a back up pump located on premise is to be placed into the lift station, utilizing hand or float control until replacement pumps can be found and installed. If a spillage of sewage occurs, any solids on the ground must be picked up and removed, sanitize the area of the spillage by using Sodium Bi- Carbonate or other such neutralizing material, and if any groundcover or wash outs have occurred, replace said ground cover and fill in such wash outs. Grease Control Program: Twice yearly, in July and in December educational material will be delivered to residents with regard to Grease Education as set forth in the regulations. Notifications: In the event of any spillage of untreated or treated sewer, the North Carolina Department of Environment and Natural Resources is to be contacted in Asheville at (828) 296-4500. If the flow is greater than 1000gallons or any flow amount less than 15,000 gallons that reaches a river or stream must be reported in writing to the Hendersonville Times -News at P.O. Box 490, Hendersonville, NC 28793-0490. Any flows greater than 15,000 gallons a public notice must be taken out in the Hendersonville Times -New. Filing and Storage Requirements: All filings must be held for a minimum of three years, except for the sewer collection system plans, which are to be permanently held. These Regulations place significant operation, maintenance and reporting requirements on those entities that own or operate a wastewater collection system with average daily flows of less than 200,000 gallons per day. These regulations are applicable to your facility. This letter is provided as guidance to assist you in complying with the new reporting and operations and maintenance (O&M) requirements and to advise you that you are subject to system review, inspections and possible enforcement, if the system is not in compliance with the regulation. For your convenience and easy reference, a highlight of these requirements and the following guidance are offered (see enclosed).
