A letter of request for an Authorization to Construct (ATC) was received May 9, 2000, by the
Division and final plans and specifications for this project have been reviewed and found to be
satisfactory. Authorization is hereby granted for the addition of solids handling and process
improvements at the McDowell Creek WWTP 6.0 MGD wastewater treatment facility discharging into
McDowell Creek in the Catawba River Basin. This ATC provides for no additional capacity at the plant
and the design flow shall remain at 6 MGD. Specifically, this ATC allows the installation of:
• Additional mechanical bar screen (1 inch spacing, 17.6 MGD hydraulic capacity) and relocation
of the existing one to the headworks bypass channel ,
• New adjustable frequency drive influent pump (3150 gpm at 112 ft. head),
• Effluent trough covers over final clarifiers (to assist with inhibition of algal growth),
• Filter media and underdrains in existing (unused) filter no. 5 (9.5' x 53', rated for 1.7 gpm
design flow,
• Activation of 3rd ultraviolet disinfection channel (to accommodate peak flows of 18 mgd) with
the addition 6 new modules (40 lamps/module), and the addition of 3 new modules in the
existing 2 UV channels,
• Modification of the existing digester configuration to convert the existing batch operation to a
continuous process; installation of a concrete cover on digester no. 4 and installation of gas
holder cover on digester no. 3; installation of spiral heat exchangers for each digester;
installation of new boilers; replacement of existing sludge recirculation pumps and installation
of in -line grinders; installation of new digested sludge pumps (and in -line grinder) to direct
sludge to belt filter presses,
• Polymer feed system for sludge conditioning (rated at 2.7-27 gph) - proportional feed rate,
• 2 belt filter presses and appurtenances, for sludge dewatering (2 m width, rated at 300 - 1000
lb/m*hr),
• Concrete biosolids storage area with cover,

• Filtrate equalization pumping station (3 submersible pumps, rated at 500 gpm and 64' head)
and filtrate metering vault, and
all additional piping, valves, control equipment and appurtenances.
Once construction under this ATC has been completed and an Engineer's Certificate has been
submitted, the permittee is authorized to operate the modified and/or additional units.
This Authorization to Construct is issued in accordance with NPDES Permit No.
NC0036277issued October 2, 1995 (and currently up for renewal), and shall be subject to revocation
unless the wastewater treatment facilities are constructed in accordance with the conditions and
limitations specified in the permit.
The sludge generated from these treatment facilities must be disposed of in accordance with
G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by
this Division, such as the construction of additional or replacement wastewater treatment or disposal
facilities.
The Mooresville Regional Office, telephone number (704) 663-1699, shall be notified at least
forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection
can be made. Such notification to the regional supervisor shall be made during the normal office
hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.
Upon classification of the facility by the Certification Commission, the Permittee shall employ a
certified water pollution control treatment system operator to be in responsible charge (ORC) of the
water pollution control treatment system. The operator must hold a certificate of the type and grade at
least equivalent to or greater than the classification assigned to the water pollution control treatment
system by the Certification Commission. The Permittee must also employ a certified back-up operator
of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8G, .0202. The
ORC of the facility must visit each Class I facility at least weekly and each Class II, III, and IV facility
at least daily, excluding weekends and holidays, and must properly manage and document daily
operation and maintenance of the facility and must comply with all other conditions outlined in Title
15A, Chapter 8G, .0204. Once the facility is classified, the Permittee must submit a letter to the
Certification Commission which designates the operator in responsible charge within: (A) Sixty
calendar days prior to wastewater being introduced into a new system or (B) within 120 calendar days
of the following, (i) after receiving notification of a change in the classification of the system requiring
the designation of a new ORC and back-up ORC or (ii) a vacancy in the position of ORC or back-up
ORC.
A copy of the approved plans and specifications shall be maintained on file by the Permittee for
the life of the facility.
The Operational Agreement between the Permittee and the Environmental Management
Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with
the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S.
143-215.6 for violation of or failure to act in accordance with the. terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject
the Permittee to an enforcement action by the Division of Water Quality in accordance with North
Carolina General Statute 143-215.6A to 143-215.6C.

The issuance of this Authorization to Construct does not preclude the Permittee from complying
with any and all statutes, rules, regulations, or ordinances which may be imposed by other
government agencies (local, state, and federal) which have jurisdiction.
Upon completion of construction and prior to operation of this permitted facility, a certification
must be received from a professional engineer certifying that the permitted facility has been installed
in accordance with the NPDES Permit, this Authorization to Construct and the approved plans and
specifications. Mail the Certification to the NPDES Unit, Division of Water Quality, 1617 Mail Service

Type of Existing Treatment Facility:
Please provide a description of existing or substantially constructed wastewater treatment
facilities: The existing W WT facilities consist of two mechanical bar screens, grit
removal, influent pumping, three (3) primary clarifiers, two parallel BNR systems
consisting of Oxic/Anoxic zones, two (2) final clarifiers, four (4) tertiary filters, 4
anaerobic sludge digesters, and ultra -violet disinfection.
2. Please provide a description of proposed wastewater treatment facilities: The proposed
wastewater treatment facilities will consist of the following additions: Two belt filter
presses, a polymer feed system, dewatered sludge conveyor, a filtrate equalization
pumping station, and a biosolids storage basin; Ar&robic digester improvements and
miscellaneous improvements to the headworks structure, influent pumping station, final
clarifiers, effluent filters and UV disinfection system.

On behalf of Charlotte -Mecklenburg Utilities, we are requesting an Authorization to Construct
for Contract 2 of the Phase III Improvements at the McDowell Creek Wastewater Treatment
Plant. Enclosed are two copies of the plans and specifications for this project. By copy of this
letter, a third copy of the plans and specifications is being forwarded to Rex Gleason in the
Mooresville office for his review
This project is the second of two projects to construct solids handling and processing
improvements for this facility. The first project, Contract 1, was reviewed and an Authorization
to Construct was issued on February 24, 2000. Mark McIntire reviewed the Contract 1
submittal, and is requested to review this project as well.
Contract 2 of the Phase III Improvements includes the following work:
New biosolids dewatering building, with two belt filter presses, polymer feed system,
and related equipment.
New biosolids storage facility, for short-term storage of dewatered biosolids. The
ultimate disposal of biosolids is with land application.,
Anaerobic digester improvements, including the addition of one anaerobic digester,
new sludge heating equipment, a new secondary digester with floating gasholder
cover, and automated control of sludge feed.

Miscellaneous other plant improvements, including addition of a new mechanical bar
screen and conveyor in the headworks, replacement of one influent pump in the
influent pumping station, installation of filter internals (underdrains and media) for
one additional effluent filter, and additional ultraviolet disinfection modules for
increased disinfection capacity.
All of the proposed improvements are to provide increased reliability and improved operations,
but no capacity change is requested.
A Civil/Mechanical Design Memorandum is included in this application for reference, and
provides a more detailed description of the work included in this contract.
