Application Overview
Please find the enclosed NPDES permit renewal application for Ashe Plantation WWTP. Below are a few
key points regarding the information that is included in the package:
1. Section#8 in the application is addressed with Attachment#1 (Outfall Map).
2. Section#10 (description of the treatment system) is addressed with Attachment#2.
3. The table in Section #13 is based on data collected from 01/01/19—08/31/20.
Modification Requests
In addition to the submission of the standard application materials, CLTWater is also respectfully
requesting that the Division of Water Resources (DWR) make two modifications to this permit upon
renewal:
1. Reduce the Measurement Frequency for effluent temperature from Daily to Weekly. We are not
aware of any reason that this parameter needs to be monitored this frequently. During a recent
inspection and discussion with DWR regional staff, there was speculation that this frequency was
simply a relic from past iterations of this permit. Adjusting this frequency to Weekly would also
bring this permit in line with the Oxford Glen permit, which is similar in terms of plant effluent and
receiving stream characteristics.
2. Modify the permit language specifying where the Upstream sample is to be collected. Currently
the permit says`Upstream =approximately 50 feet above the discharge point.", however due to a
steep embankment that is a safety issue for our laboratory staff, CLTWater requests that this
language be modified to allow for upstream sampling "...approximately 15 feet above the
discharge point. This issue was also discussed with DWR regional staff during our inspection
and the relocation of our upstream monitoring location to`approximately 15 feet above the
discharge point" this was their recommendation.

Attachment #2 - Treatment System Description
Ashe Plantation is a steel package plant that was approved for construction by the State of NC in February
1987 and constructed shortly thereafter. Although the influent lift station is below grade, the entire
treatment processes is above ground. Since CLTWater purchased the plant in 2016, several significant
improvements have been made at this facility. Thermal insulation blankets have been installed along the
treatment train walls in order mitigate low winter temperatures. Other major improvements are designated
with an asterisk (*) below in the equipment list.
