NOTIFICATION OF INTENT TO ISSUE A CONSENT ORDER
Public notice of intent to issue a Special Order by Consent to the following:
The Town of Liberty (Post Office Box 1006, Liberty, North Carolina 27298) has requested Special Order
by Consent (SOC) WQ SOC 19-011 for its Town of Liberty WWTF, a 550,000 GPD wastewater
collection, treatment, and irrigation facility operating under the authority of NC DEQ permits WQ0003090
and WQCS00280.
The Environmental Management Commission proposes to issue the Order per Article 21 of Chapter 143,
N.C. General Statutes, and other regulations effective January 1, 2021.
Compliance with this Order requires installation of necessary treatment components and replacements to
the existing treatment and collection systems. The Town of Liberty shall comply with permit limits with
the exception of the interim limitations identified in the Order. This Order will expire on December 31,
2023.

Order received no later than December 15, 2020 will be considered in the final determination. A public
meeting may be held if there is a significant degree of public interest.
