1.0 Introduction
1.1 Project Location and Description
Located at the southwest quadrant of the intersection of Holly Creek Lane and Old Greensboro
Road (SR 1005) in Orange County, North Carolina (Appendix A. Figure 1 - Site Location
Map) is the Carl Lloyd Bank Parcel (Bank Parcel) which is a nutrient mitigation bank. The
purpose of this Bank Parcel is to improve water quality within the B. Everett Jordan Lake
watershed by providing off-site mitigation for development (both existing and proposed) which
require nutrient offsets. This Bank Parcel is not intended to function for mitigation of buffer
impacts. It will only be used for nutrient offsets.
The Bank Parcel is located within the Upper New Hope Arm of the B. Everett Jordan Lake
watershed, inside of 14-digit USGS HUC 03030002060070. Stormwater runoff from this site
drains into two unnamed tributaries of Neville Creek (Stream Index #16-41-2-2-1-(1)), which
drains into University Lake approximately three (3) miles downstream. According to the N.C.
Division of Water Quality Basinwide Information Management System (BIMS), Neville Creek is
classified as WS-II; HQW, NSW in this location. The overall tract, which consists of two (2)
parcels, is approximately 74 acres with a riparian buffer restoration area of 10.84 acres
(Appendix A. Figure 2 - As Built Exhibit).
This Bank Parcel has been established under the terms and conditions of the Cape Fear Basin
' Riparian Buffer and Nutrient Mitigation Umbrella Bank (Bank) made and entered into by Mid-
Atlantic Mitigation, LLC (MAM), acting as the Bank Sponsor, and the North Carolina
Department of Environment and Natural Resources - Division of Water Quality (DWQ).
' 1.2 Project Goals and Objectives

The goals of this nutrient mitigation project are to:
To improve the overall water quality and aquatic habitat in and around the unnamed
tributaries of Neville Creek by reducing sediment into the streams caused by
agricultural influences.
To improve the richness and diversity of the plant species within the conservation
easement.
To provide perpetual protection for the unnamed tributaries of Neville Creek and
associated riparian and upland buffers.
These goals will be met through the following objectives:
By establishing a native plant community to match the endemic plant species at the
Bank Parcel.
By reducing the quantities of exotic invasive species at the Bank Parcel through
mechanical and chemical methods.
By establishing a conservation easement to provide long-term protection for the Bank
Parcel.
2.0 Proiect Area - Pre-Construction Condition Summary
There are two unnamed tributaries of Neville Creek located within the Bank Parcel. The first
tributary is approximately 2,536 linear feet and located within the southwestern section of the
Bank Parcel. The second tributary is approximately 6311inear feet and located within the
northeastern section of the Bank Parcel. Prior to construction activities, there were two distinct

vegetative communities within the Bank Parcel which are generally characterized as a Piedmont
Bottomland Forest, according to the North Carolina Natural Heritage Program (NHP)
classification system (Schafale and Weakley, 1990), and pasture land. Pasture land areas were
subject to periodic mowing and crop production (i.e. hay production). Pasture vegetation was a
mixture of grasses and herbaceous species. The dominant grasses were Johnson grass (Sorghum
halepense), bermuda grass (Cynodon dactylon) and various fescue species (Festuca sp.). The
existing forested areas are characterized as a Piedmont Bottomland Forest community. Due to
historic agricultural activities surrounding the unnamed tributaries, the Piedmont Bottomland
Forest communities are fairly immature, and as a result, there is an abundance of early
succession species such as loblolly pine (Pinus taeda), sweet gum (Liquidambar styraciflua), and
red maple (Acer rubrum). Most notable were the presence of non-native invasive species such as
multiflora rose (Rosa multiflora), Japanese honeysuckle (Lonicera japonica), Japanese stilt grass
(Microstegium vimineum), and Chinese privet (Ligustrum sinense), which are indicative of a
disturbed forest community. Typical dominant tree species within the Bank Parcel include
various oak species (Quercus spp.), river birch (Betula nigra), American elm (Ulmus
americana), American beech (Fagus grandifolia), tulip poplar (Liriodendron tulipifera), various
hickory species (Carya spp.), loblolly pine, red maple, sweet gum. Dominant groundcover and
secondary canopy layer species consist of common greenbriar (Smilax rotundifolia), poison ivy
(Toxicodendron radicans), Virginia creeper (Parthenocissus quinquefolia), American holly (Ilex
opaca), red cedar (Juniperus virginiana), various viburnum species (Viburnum spp.), Christmas
fern (Polystichium acrostichoides), Indian wood-oats (Chasmanthium latifolium), New York fern
(Thelypteris noveboracensis), and netted chain fern (Woodwardia aerolata).
3.0 As Built Site Conditions
3.1 Restoration Plan
Construction of the Bank Parcel began in the later half of April, 2010 and ended in earlier May,
2010. Following construction, staking of photo stations and vegetation plots occurred. In
addition, base line vegetation sampling occurred. All photo graphs and data are attached in the
appendices.
Pasture lands located outside forested areas within the Bank Parcel area (i.e. buffer restoration
area) were ripped and scarified prior to vegetation planting activities. The established
microtopography on leveled surfaces will promote diffuse flow and surface water storage. In
addition, subsurface hardpans were eliminated to promote vegetation growth/survival and to
increase groundwater recharge rates. Grasses were treated with herbicide to reduce competition
with planted species. Where necessary, invasive species were treated with herbicide to ensure
they do not become dominant within the Bank Parcel, or hinder the establishment, growth and
survival of planted vegetation. Also, old barb-wire fencing was removed within the Bank Parcel
and the boundary was marked with weather resistant posts.
The buffer restoration areas were planted with species known to inhabit the Piedmont
Bottomland Forest community type as described in Classification of the Natural Communities of
North Carolina (Schafale and Weakley, 1990). There are a total of seven (7) buffer restoration
areas located within the Bank Parcel. The buffer restoration areas were planted with bare root
seedlings or containerized materials consisting of bottomland hardwood species as outlined in
the Classification of the Natural Communities of North Carolina.
Table 1 (Appendix B) provides a listing of planted species within each buffer restoration area.
A total of 5,826 species were planted within the buffer restoration areas. The planted species
were a mixture of hardwood tree and shrub species. Plant composition consisted of twelve (12)
tree species and four (4) shrub species from the list provide in the Carl Lloyd Bank Parcel -
Bank Parcel Development Package (EcoEngineering, August, 2009). Due to unavailability,

' changes were approved on site to allow for the following substitutions: cherrybark oak (Quercus
pagodafolia - Tree), red oak (Quercus rubra - Tree), white oak (Quercus alba - Tree), and
black cherry (Prunus serotina - Shrub).
' Table 2 (Appendix B) provides a summary of stems planted per acre within each buffer
restoration area. The number of stems planted per acre within each buffer restoration area range
' from 530 stems to 544 stems. For the entire Bank Parcel, a total of 537 stems per acre were
planted within the buffer restoration area which is within the desired range of 436 to 681 stems
per acre according to the Carl Lloyd Bank Parcel - Bank Parcel Development Package
(EcoEngineering, August, 2009).
Temporary and permanent native herbaceous seed was applied simultaneously to the buffer
restoration areas within the Bank Parcel area. Temporary seed will provide cover until the
' permanent seed applied becomes established. Temporary cover consisted of millet (Echinochloa
crusgalli), annual rye grain (Secale cereale), and crimson clover (Trifolium incarnatum).
Permanent ground cover consisted of switchgrass (Panicum virgatum), deertongue (Panicum
' clandestinman), black-eyed susan (Rudbeckia hirta), and riverbank wildrye (Elymus riparius).
3.2 Vegetation Monitoring Plots
' EcoEngineering permanently installed nine (9) vegetation plots for future monitoring purposes.
The locations of the plots are depicted on the As Built Exhibit (Appendix A, Figure2). The
plots were installed randomly throughout the Bank Parcel and each are 100 square meters in size
(10 meter by 10 meter square plots). Baseline vegetation monitoring was conducted in
accordance to CVS-EEP Protocol for Recording Vegetation (CVS-EEP, v4.2). Table 3
(Appendix B) provides a success summary for each vegetation monitoring plot which are within
the range of 436 to 681 stems per acre. Based on the baseline vegetation monitoring, all nine (9)
vegetation monitoring plots were within the desired range. Table 4 (Appendix B) provides a
more detailed summary of stem counts and the type of planted species within each vegetation
monitoring plot. The number of stems planted per acre for each monitoring plot ranges from 526
' stems to 890 stems. Vegetation monitoring plots were photographed and are located in
Appendix C. Vegetation Monitoring Plot Data Sheets are provided in Appendix D. Each
Vegetation Monitoring Plot Data Sheet provides measurements, location, and vigor of each
planted species within a respective vegetation monitoring plot.
3.3 Photo Stations
Photo documentation is essential to monitoring the success the Bank Parcel. Photos provide a
visual assessment of the vegetation conditions. EcoEngineering permanently installed 19 photo
stations for future monitoring purposes. The locations of the photo stations are depicted on the
' As Built Exhibit (Appendix A, Figure2). Photographs for the photo stations are located in
Appendix E.

4.0 Monitoring, Maintenance Plan, and Reporting
The Bank Parcel site will be monitored for five (5) consecutive years or until the required
success criteria has been met as determined by DWQ. Supplemental planting and additional site
modifications will be implemented, if necessary, during the fall. Monitoring activities will
follow the terms and conditions of the Cape Fear Basin Riparian Buffer and Nutrient Mitigation
Umbrella Bank (Bank) made and entered into by MAM, acting as the Bank Sponsor, and DWQ.
Vegetation within the restored riparian buffer will be monitored annually for five (5) consecutive
years after the first full growing season. The 9 vegetative monitoring plots will be monitored in
accordance with the CVS-EEP Protocol for Recording Vegetation (CVS-EEP, v4.2). A

monitoring report will be submitted annually to DWQ no later than December 31 of each
monitoring year describing the conditions of the Bank Parcel and relating those conditions to the
success criteria.
The target density for the riparian buffer is a minimum of 320 trees and shrubs per acre at the
end of the five (5) year monitoring period. Vegetation monitoring will occur between August and
October. A determination will be made regarding the success of the project following the
collection and evaluation of ecological and physical monitoring data, photographs, and site
observations.
