This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NCG550233. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. This inspection was conducted to determine whether the system is being operated and maintained in compliance with General NPDES Permit No. NCG550000. Based on information obtained from the previous inspection, the system consists of a 900 or 1,000- gallon septic tank, a 24' lined filter system consisting of interlayered sand and gravel, and an effluent discharge pipe. The effluent discharge pipe was observed to be discharging at the time of the inspection. No other infrastructure associated with the system was observed at the time of the inspection. Ms. Armeni spoke with Mr. Goforth, and he informed her that the septic tank was pumped around three years ago, but no records were maintained. Samples were collected and analyzed for BOD, TSS, and Fecal Coliform, and the results are as follows: BOD = 2 mg/L, TSS = 6.2 mg/L, Fecal Coliform = 25 CFU/100 mL. These results are in compliance with the permit; however, annual sampling is required if the effluent pipe is discharging. Overall, the system is currently in non-compliance with the requirements outlined in the permit because annual sampling of the effluent is not being conducted and septic tank pumping records were not provided. In order to resolve this noted deficiency, please conduct annual sampling of the effluent, as long as the pipe is discharging, and provide records that show the septic tank has been pumped. Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable Solids, pH, DO, Sludge Judge, and other that are applicable? Comment: Septic Tank Yes No NA NE (If pumps are used) Is an audible and visual alarm operational? Is septic tank pumped on a schedule? Are pumps or syphons operating properly? Are high and low water alarms operating properly? Mr. Goforth had the septic tank pumped around three years ago but does not have any records. The septic tank should be pumped every five years or when the solids level is found to be more than 1/3 of the liquid depth. Comment: Effluent Pipe Yes No NA NE Is right of way to the outfall properly maintained? Are the receiving water free of foam other than trace amounts and other debris? If effluent (diffuser pipes are required) are they operating properly? The effluent pipe was discharging at the time of the inspection. Samples were collected and analyzed for BOD, TSS, and Fecal Coliform, and the results are as follows: BOD = 2 mg/L, TSS = 6.2 mg/L, Fecal Coliform = 25 CFU/100 mL.
