JUN - 4 2010 M TLWLIS? N0 brOR. AI E BRq4C" This is in response to the site for the Forrest Creek Mitigation Bank site visit on April 9, 2010. According to maps provided to this office, the bank proposes to add two stream reaches which includes Preservation and Enhancement II on one stream (UT 1) and Enhancement I on the other (UT 2). Based on the April 9, 2010 site visit, our comments are as follows: • UT 1 - Proposed Enhancement II: If fencing is installed to keep the cows out of the stream and riparian buffer and riparian buffer areas with sparse vegetation are planted, we believe that UT 1 is a viable candidate for Enhancement II. • UT 1 - Proposed Preservation: We believe that the section of UT 1 proposed for Preservation should have a buffer of equal distance of atleast 2x the required buffer on either side of the stream. Therefore, we do not believe this is a viable candidate for Preservation but may have potential for Enhancement II if additional buffer was planted on the south side of the stream. • UT 2 - Proposed Enhancement I: We believe that more could be done to UT2 to stabilize the stream channel in order for it to be considered Enhancment I. DWQ believes that these headwater streams are especially important and protecting them would further enhance the downstream water quality. We appreciate the opportunity to comment on the proposal of the additional stream reaches. If the bank and initial project move forward, we look forward to reviewing a more detailed mitigation banking instrument.
