Enclosed is a NWP 46 application for your review. This application is submitted on
behalf of TigerSwan, Inc. for the construction of the TigerSwan Training Collaboration Center
located in Cumberland County, NC. The applicant plans to construct shooting ranges and
irrigation ponds within the project area. No wetland impacts are proposed. However, several
ditches classified as Relatively Permanent Waters (RPW) runs through the middle and along the
perimeter of the site. In order to develop the property, the applicant proposes filling sections of
the ditch, which will impact 0.20 acre of the RPW.
The Pre-Construction Notification form, associated maps, and site plan are enclosed for

Project Description:
This project is for the development of shooting ranges for the training of military and police
personnel. The project involves the excavation on-site of irrigation ponds for the surrounding
farm lands. These ponds will be enlarged and the excavated material will be used for the
construction of soil berms for each of the ranges. The berms will be constructed as detailed on
the plans with the side berms having a height of 15 feet, a top width of 5 feet and a bottom
width of at least 35 feet. The berms at the rear of the range will be constructed to a height of 24
feet with a top width of 12 feet and a bottom width of at least 60 feet. The berms are untended to
mitigate the potential for bullets to leave the immediate range area.
The inside slope of the rear berm will have a geotextile fabric placed on the slope and covered
with the top two feet of soil material. It is intended that this combination of soil and fabric will
"capture" bullets such that the lead can be captured and recycled on a periodic basis. This will
also lessen the potential for lead and copper contamination of the surrounding soils and
groundwater.
Soil borings are being taken to develop a baseline of the mineral composition of the soils and
groundwater to be compared against later tests to determine if any contamination has taken
place. In addition, up to four monitoring wells will be placed at strategic locations to provide a
source for monitoring groundwater.
Gravel access roads and parking areas will be constructed as indicated to provide access to the
ranges and to various buildings planned for construction. A well will be drilled on site to
provide potable water to various points within the project. A latrine will be provided with
wastewater removed by a contract hauling operation. There will be no on-site disposal of
wastewater.
This site is currently being used as farm land and is generally flat. There are large drainage
ditches on the perimeter and through the center of the site. These ditches have been determined
to be jurisdictional. Other smaller ditches are not jurisdictional. Small portions of two of these
ditches will receive fill material which will require Section 404/401 permits. The total area of
impact for fill material placed in these large ditches is approximately 0.20 acres.
