PROJECT SUMMARY: The applicant proposes to fill a portion of 404 Wetlands located beneath and directly adjacent an existing single family home. 9. NARRATIVE DESCRIPTION: The Gilbert Project is located on Archers Creek in Emerald Isle, Carteret County. At the Hwy. 24-Hwy. 58 intersection turn south onto Hwy. 58 towards Emerald Isle. Travel 4.1 miles and turn left (north) onto Lee Avenue. Take an immediate right (east) onto Canal Drive. Travel 0.1 miles and 7312 Canal Drive will be located on the left (north). The subject project would take place on a single 1.4- acre parcel and has an average elevation of approximately +3' NHW. The vegetation consists of native grasses with mature pines transitioning into 404 wetlands and ultimately coastal wetlands. The area beneath and adjacent to the existing home are 404 jurisdictional wetlands. The property has 125' of shoreline located on Archers Creek, or Piney Creek. The Division of Water Quality classifies this area of Archers Creek as SA-ORWand it has been classified as a Primary Nursery Area by the Division of Marine Fisheries. Archers Creek is closed to the harvesting of shellfish. The parcel is classified as Conservation in the Emerald Isle LUP. Adjacent property land uses are single family homes. 10. PROJECT DESCRIPTION: According to the applicant the proposal is to fill approximately 4,600 ft' of Section 404 wetlands to help eliminate the detrimental impacts commonly associated with increased levels of molds. The area of fill would be located directly underneath the existing home and outward approximately 15'. The proposed fill would raise the elevation of the existing ground +3' at its maximum height. The area would be sloped to existing grade along the perimeter and would not utilize any type of retaining structure. The area of fill would be located a minimum of 265' landward of the NHW line. All proposed work would take place within the property boundaries of the applicant and within the 575' AEC. 11. ANTICIPATED IMPACTS: pproxima e y 4,600 ft2 o ec ion 4 wetlands are propose to e fil e to help eliminate standing water under the existing single family home. The home exhibits molds and mildew which are associated with the high moisture levels found in the surrounding area. By eliminating the standing water directly adjacent the home, the level of mold would be expected to decrease, therefore creating a more habitable environment within the home. No retaining structure is proposed to stabilize the fill material. The area would be stabilized using sod around the perimeter, reducing the potential for runoff of unconsolidated fill material into the surrounding area. 'APP Ncs We are proposing to bring in 4,600 sq ft of dirt to fill in the contaminated standing storm water directly underneath and within 15 feet surrounding the current footprint of our home. This modification would only affect 7.6% of our 1.4 acre lot, thus leaving 39,000 sq ft of natural marsh wetlands untouched. The purpose of this project is to mitigate the current health and safety issues associated with the stagnant water. It currently contains oil, bacteria, parasites, and pathogens.
