Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Land use in the vicinity of the project is medium intensity residential, agricultural, and forested. Conditions within the construction easement on site are predominantly forested, with some open field area. The condition of wetlands, streams, and/or open waters within or adjacent to the project site, as identified by F&R and verified by DWQ, are described in Attachment 1. Wetlands within the project site include herbaceous and/or forested areas, and roadside swales. Streams within the project site include Poplar Creek and numerous unnamed tributaries of Poplar Creek. Open water features include several in-line beaver ponds/swamps. 3b. List the total estimated acreage of all existing wetlands on the property: 2.128 3c. Explain the purpose of the proposed project: The Upper Poplar Creek Sanitary Sewer Extension will allow the City to abandon two existing City pump stations as part of the initial project and provide the ability to extend additional gravity main (from the interceptor) in the future to two other existing City pump stations (thereby abandoning those two stations also). By collecting flow at the existing pump stations and diverting flow to the new interceptor the project will remove antiquated infrastructure from the City's sewer collection system in the Mingo Creek sewer basin where capacity is very limited. The proposed improvements will also provide for safe and reliable sewer service to the Poplar Creek sewer basin customers. 3e. Describe the overall project in detail, including the type of equipment to be used: The Upper Poplar Creek Sanitary Sewer Extension project includes construction of approximately 20,000 LF of 8" through 30" gravity sewer, a new vacuum primed wastewater pumping station at Poole Road and approximately 4,300 LF of 16" sewer force main. The gravity sewer interceptor will extend northward along Poplar Creek from the proposed pump station at Poole Road to the north side of the railroad right-of-way in Knightdale. Two 8" sewer mains will be extended from the interceptor to existing City of Raleigh wastewater pump stations. The mains will connect to the existing sewer system and divert flow to the interceptor, thereby allowing the two existing wastewater pump stations (Flowers Street PS and Wil-Ros PS) to be abandoned. The force main will extend southward along Poplar Creek from Poole Road to Grasshopper Road where the line will be connected to the existing 16" sewer force main serving the Town of Wendell and Wendell Falls Community. All activities will be performed in accordance with Best Management Practices and the NC Sediment and Erosion Control Planning and Design Manual. Typical trenching, earth moving, and lifting equipment (i.e., backhoe, trackhoe, crane, etc.) will be used for the installation of the utility line. McKim & Creed has reviewed the stream and buffer impacts labeled on the plans as exhibit 18. The sewer alignment is positioned at the particular location shown in order to minimize the depth of the future gravity sewer and to minimize the impact to the land owner's usable land space. In order to completely avoid the small branch leg of the main stream and the associated buffer the easement would have to be moved uphill approximately 70 feet. This would impact the property owner and increase the depth of the future gravity sewer contained within the permanent easement. City of Raleigh proposes to keep the easement and sewer alignment in the current location to minimize the gravity sewer depth and impact to the land owner. The impact to this branch's buffers will be temporary except where the 10' wide maintenance corridor will cross. 2. Condition No. 20 of the General Certification 3699 pertains to permanent, maintained access corridors. The City of Raleigh only plans to maintain a 10' wide permanent access corridor within the permanent easement. The permanent access corridor has been calculated as a permanent impact where it crosses buffers and wetlands and these impacts have been included on the updated impact maps. This project will take two existing City of Raleigh owned pump stations offline (abandon) and allow for abandonment of other City owned pump stations in the future. This sewer will also collect flow diverted from surrounding sewer basins in the future to alleviate capacity concerns in those basins. Any development within the Poplar Creek basin that connects to the proposed sewer will be required to follow the conditions of the Town of Knightdale's Unified Development Ordinance (UDO). The Town of Knightdale is an NPDES Phase 11 Stormwater community and their UDO requires developments disturbing more than one acre to provide stormwater controls for water quality and quantity. With these requirements in place it is not anticipated that development connecting to the sewer line in the future will pose water quality concerns. Please see the attached letter from the Town of Knightdale mailed to Cyndi Karoly on March 16, 2010 that discusses the Town's requirements. 4. The impact maps have been updated to provide for different hatch patterns discerning permanent (compensatory) impacts from temporary impacts. The impact tables in the PCN should correspond with the impact notations at each jurisdictional feature in the exhibits. The following paragraphs provide a response to the remarks provided by the US Army Corp of Engineers (letter attached) to the City of Raleigh in regards to the initial PCN application submittal. The check dams indicated on the construction plans are temporary erosion control measures intended to collect and contain sediment during construction. Once the channels containing the check dams are restored and stabilized and Land Quality has authorized removal of the temporary erosion control measures, the dams will be removed. The rip-rap indicated to be installed in the channels on the construction plans are intended to provide permanent bank stabilization as required by the erosion and sedimentation plan design calculations. The rip- rap will only be installed on the banks and will remain in place. The rip-rap will not be placed in the bottom of the channels. The City of Raleigh operations and maintenance staff will utilize temporary crossing mats if the channels have to be forded (see attached email from Aaron Brower dated May 19, 2010). With this information known, the City does not desire to install a rip rap ford in the bottom of the stream as originally proposed the PCN application. It is our desire to use rip rap as streambank stabilization for the side slopes as we have done on many other recent projects with DWQ and Corps approval. Please move forward with revising the PCN and resubmitting to the agencies so that we can move forward with this project asap.
