Mr. Matthews:
The Division of Water Resources (DWR) requests that you withdraw its previous comments on this
subject, dated July 7, 2006, and replace them with the following comments. The earlier letter went
beyond the issues for which the Division is responsible.
The permit application does not provide enough detailed information on the Cape Fear River channel
into which the effluent will be discharged. DWR requests detailed channel profile information along
the proposed alignment of the discharge pipe, along the diffuser and in the passage channel south of
the diffuser. Also, in order to judge the effects of the discharge pipe and diffuser on the Cape Fear
River, we request that astage-discharge-return period analysis be provided. The above information
would help DWR and other resource agencies evaluate a) the extent and frequency of low flows and
associated water depths at the location of the discharge pipe, b) how these depths compare with the
height of the pipeline in the river, c) the impacts of the discharge pipe and diffuser on aquatic habitat,
fish passage and navigability, and d) any cumulative impacts of the project on the Cape Fear River.
Thank you for the opportunity to comment on this permit application. In addition to providing waste-
watertreatment capacity for anticipated population growth, the proposed facilities are in response to a
condition of an interbasin transfer certificate issued by the N. C. Management Commission requiring
that Cary and associated communities discharge wastewater to the Cape Fear River.
