The Environmental Management Commission and the Department of Environment, Health, and Natural Resources have found that the facilities: a. Have been constructed or installed; b. Comply with the requirements of the Commission; C. Are being effectively operated in accordance with the terms and conditions of the Permit and Certificate of Coverage, or other document of approval issued by the Commission or the North Carolina Department of Environment Health and Natural Resources; and d. Have as their primary rather than incidental purpose the reduction of waste pollution resulting from the discharge of wastewater. Machinery and equipment is periodically steam -cleaned. The resulting runoff is captured and treated by a normally closed -loop separating system. The total cost of the system that qualifies for exemption is $76,400.11 as indicated in the attached equipment register. NC 0074977 Gold Hill Quarry Cabarrus County Dear Mr. Wilms: Pursuant to your approval letter dated August 17, 1989, we request a waiver to the above permits requirement of having a certified operator in responsible charge. We feel our personnel can comply with the permit and applicable regulations and adequately perform sampling and reporting procedures without certification. Please note facilities associated with Outfall No. 002 were existing when we purchased the operation. Our only actions were to clean out the settling ponds and obtain the required permit. Thus, we should not need an Authorization to Construct. Your favorable consideration to our request will be appreciated.
