SUBJECT: NPDES Permit Application for Unifi Spun Yarns, Inc.
Mount Pleasant, North Carolina.
Dear Sir:
Unifi recently merged with Vintage Yarns obtaining the
cotton spinning manufacturing site at Mount Pleasant. Since
completion of the merger, I became aware of the nonpermitted
discharge of cooling tower blowdown and air washer overflow
wastewater. This wastewater discharges directly to an
unnamed tributary of Adams Creek. Please recognize that
Unifi is correcting this situation as quickly as possible.
The water treatment program was formerly under the
direction of Betz Entec. Upon completion of Biocide
Worksheets (Form 101) it became apparent that the treatment
program was unacceptable. Nalco Chemical Company has been
hired to take over the water treatment program and they have
provided the treatment program described in the attachments.
Please find enclosed, three copies of a completed Notice
of Intent, NPDES permit application with completed biocide
worksheets for Unifi Spun Yarns, Inc. (a subsidiary of Unifi,
Inc.), Mount Pleasant. Also enclosed is a check for the
permit application fee.
Unifi is investigating piping all industrial wastewater
into the Mount Pleasant sewer system.

discharged. The data should reflect the highest average daily discharge

SECTION 9 REACTIVITY INFORMATION
INCOMPATIBILITY: Avoid temperatures above 50 degrees C, 122 degrees F for
decomposition, 75 degrees C, 167 degrees F, for severe reactivity.
Avoid alkaline materials (eg. ammonia and its solutions, carbonates, sodium
hydroxide (caustic), potassium hydroxide, calcium hydroxide (lime), cyanides,
sulfides, hypochlorites, chlorites) which can generate heat with splattering or
boiling and the release of toxic fumes.
STORAGE: Store below 140 degrees F.
THERMAL DECOMPOSITION PRODUCTS: In the event of combustion CO, CO2, NOx may
be formed. Do not breathe smoke or fumes. Wear suitable protective equipment.
Gases formed above 120 degrees C. include methyl and/or ethyl bromide,
hydrogen cyanide, nitric oxide and cyanogen bromide.
SECTION 10 PERSONAL PROTECTION EQUIPMENT
RESPIRATORY PROTECTION: If it is possible to generate significant levels of
vapors or mists, a NIOSH approved or equivalent respirator is recommended.
For large spills, entry into large tanks, vessels or enclosed small spaces
with inadequate ventilation, a pressure -demand, self-contained breathing
apparatus is recommended.
VENTILATION: General ventilation is recommended. Additionally, local
exhaust ventilation is recommended where vapors or mists may be released.
PROTECTIVE EQUIPMENT: Wear impermeable gloves, boots, apron and a face shield
with chemical splash goggles. Examples of impermeable gloves available on the
market are neoprene, nitrile, PVC, natural rubber, viton and butyl
(compatibility studies have not been performed). A full slicker suit is
recommended if gross exposure is possible.
The availability of an eye wash fountain and safety shower is recommended.
If clothing is contaminated, remove clothing and thoroughly wash the affected
area. Launder contaminated clothing before reuse.

Small liquid spills: Contain with absorbent material, such as clay, soil or
any commercially available absorbent. Shovel reclaimed liquid and absorbent
into recovery or salvage drums for disposal. Refer to CERCLA in Section 14.
Large liquid spills: Dike to prevent further movement and reclaim into
recovery or salvage drums or tank truck for disposal. Refer to CERCLA
in Section 14.
Can add excess soda ash or other alkalies to hasten degradation of product.
Maintain the solution at a pH of 9.0 or higher for at least 18 hours before
disposal.
This product is toxic to fish. It should not be directly discharged into
lakes, ponds, streams, waterways or public water supplies.
DISPOSAL: If this product becomes a waste, it does not meet the criteria of
a hazardous waste as defined under the Resource Conservation and Recovery Act
(RCRA) 40 CFR 261, since it does not have the characteristics of Subpart C,
nor is it listed under Subpart D.
As a non -hazardous liquid waste, it should be solidified with stabilizing
agents (such as sand, fly ash, or cement) so that no free liquid remains
before disposal to an industrial waste landfill. A non -hazardous liquid
waste can also be incinerated in accordance with local, state and federal
regulations.
METAL CONTAINERS: Triple rinse (or equivalent). Then offer for recycling or
reconditioning, or puncture and dispose of in a sanitary landfill, or by other
procedures approved by state and local authorities.
PLASTIC CONTAINERS: Do not reuse empty container. Triple rinse (or
equivalent). Then puncture and dispose of in a sanitary landfill, or,
if allowed by state and local authorities, by burning. If burned, stay
out of smoke.

On October 6, 1993 we received a biocide review request submitted by Unif. Spun Yarns, Inc.
for the use of Nalco 7320 in their air washers and cooling towers 1-4. Data submitted by the subject
facility concerning the dosage rate of the compound, system volumes, average daily discharges, toxicity
of the active ingredient and/or breakdown product, and minimum stream flow were reviewed and
evaluated. In reviewing the submitted materials, discrepancies were noted regarding the correct dosage
rate. On October 10, 1993 I spoke with Mr. David Anthony of Nalco Chemical Company to clarify
these concerns. He informed me that he would the dosage rates and resubmit corrected forms to our
office.
On December 7 and 8, 1993, after no information was received, I contacted Mr. Timothy Cole,
Environmental Affairs Manager at Unify Spun Yarns, Inc. He stated that all discharge is now being
discharged into the Mt. Pleasant sanitary sewer system which is treated by the Water and Sewer
Authority of Cabarrus County and requested that the biocide request be withdrawn. This was confirmed
by your fax to me of a 12/2/93 memo from Mr. Cole to Coleen Sullins (attached) and by Mr. Kim
Colson at the Mooresville Regional Office (phone conversation 12/14/93). Since the facility no longer
plans a direct discharge, there is no need for the biocide approval process to be completed by this office.

Pleasant has completed piping modifications to redirect all
wastewater discharges from the plant into the Mt. Pleasant sanitary
sewer system which is treated by the Water and Sewer Authority of
Cabarrus County. Only storm water will be discharged into the
stream, an unnamed tributary of Adams Creek.

Dear Mr. Cole:
This letter is to serve as an attachment to the Worksheet 101 regarding the Mount Pleasant
facility. The purpose of this letter is to explain the method of application of Nalco 7320 which
will allow for non -toxic discharge.
Nalco 7320 is to be applied to the cooling 6.
towers and air washer system. Prior to application,
the blowdown from the cooling towers and air washer system will be locked out for a period of GF3z " z
no less than four (4) hours. Due to the very short half-life of this biocide, this period will allow
the biocide to degrade so that it is non -toxic.

ACUTE TOXICITY STUDIES: Acute toxicity studies have not been conducted
on this product, but acute studies have been conducted on a similar
product. The results are shown below.
ACUTE ORAL TOXICITY (ALBINO RATS): LD50 = Greater than 5,000 mg/kg
PRIMARY SKIN IRRITATION TEST (ALBINO RABBITS):
SKIN IRRITATION INDEX DRAIZE RATING: 1.22/8.0 Slightly irritating
COMMENTS: Slight redness and swelling were noted after 4 hours of contact.
All animal skin sites appeared normal within 72 hours of contact.
PRIMARY EYE IRRITATION TEST (ALBINO RABBITS):
EYE IRRITATION INDEX DRAIZE RATING: 13.8/110.0 Moderately irritating
(1-hour exposure)
COMMENTS: Slight corneal opacity and redness, swelling and discharge of the
conjunctiva were initially observed. All eyes appeared normal 72-hours after
contact.

DISPOSAL: If this product becomes a waste, it does not meet the criteria of
