The Parcel was planned according to the MBI, Rule 15A NCAC 02B .0240, and the Consolidated Buffer Mitigation Rule 15A NCAC 02B .0295, which became effective on November 1, 2015. The Project was designed and constructed in concurrence with the WLS Neuse 01 Stream and Wetland Umbrella Mitigation Bank, Hollowell Mitigation Site (SAW #2017-00159). The Project (35.35814 N, 78.11642 W) is located in Wayne County, North Carolina, approximately seven miles southwest of the Town of Goldsboro (Figure 1). The site boundary is within the 8-digit Hydrologic Unit Code (HUC) 03020201, in the NCDEQ sub -basin 03-04-02 (Warm Water Thermal Regime). To access the site from Raleigh, NC, take Exit 309 from I-40 for US Highway 70 East and continue for approximately 17 miles. Keep left for US 70 Bypass East and continue approximately four miles and turn right onto Stevens Mill Road. This Project provides riparian buffer and nutrient offset mitigation credits for unavoidable impacts due to development in the Neuse River Basin, United States Geologic Survey (USGS) 8-digit HUC 03020201, excluding the Falls Lake watershed. Nutrient offset credits may be used for stormwater requirements for new and existing development requiring nutrient offsets. The project involves the restoration and preservation of riparian vegetation to reduce non -point source discharge of contaminants into streams and agricultural ditch channels within the Neuse River basin. The project area is comprised of two separate easement locations and is 72.049 acres, which includes the stream and wetland mitigation areas. The As -Built Baseline Report had an easement area of 72.049 acres, with 18.083 acres being restored for Neuse buffer credit, 28.147 acres being restored for nutrient offset restoration credit, and 3.180 acres of buffer preservation. In general, Neuse buffer widths extend a minimum width of 50 feet from tops of stream and ditch banks, while nutrient offset restoration area widths extend out to a maximum of 200 feet from the top of the channel or ditch bank. The buffer restoration credit adjacent to coastal headwater stream mitigation is classified as alternative mitigation under Rule 15A NCAC 02B .0295 (o)(2). The buffer preservation credit is classified as alternative mitigation under Rule .0295 (o). 1.2 Project Success Criteria The success criteria for the Project will follow the approved performance standards and monitoring protocols presented in the approved BPDP, developed in compliance with the DWR Rule 15A NCAC 02B 0295. Annual vegetation monitoring will occur each year for a minimum of five years and will be conducted during the fall season with the first year occurring at least five months from initial planting. Permanent vegetation monitoring plots were installed and evaluated within the buffer restoration and nutrient offset areas to measure the survival of the planted trees. Riparian buffer vegetation monitoring will be based on the Carolina Vegetation Survey -Ecosystem Enhancement Program Protocol for Recording Vegetation: Level 1-2 Plot Sampling Only Version 4.2. The measures of vegetative success for the Site will be the survival of at least four native hardwood tree species (including bald cypress), where no one species is greater than 50 percent of the established stems, established at a density of at least 260 planted trees per acre at the end of Year 5. Appropriate native volunteer stems of native hardwood tree species may be included to meet the performance standards with DWR approval. 1.2.1 Vegetation Thirty-eight 100 square -meter vegetation monitoring plots were installed for DWR monitoring; covering at least two percent of the 46.23 acres of riparian restoration area. Fixed monitoring plots were randomly placed throughout the planted riparian areas. The locations of the plots are shown on Figures 2a and 2b. Photos are recorded from all photo points annually. All planted stems are marked with flagging tape and a wood stake. Sixteen plots are joint monitoring plots for 404/401 and there are eight additional 404/USACE plots for a total of 46 vegetation plots. Trees and some shrubs were planted, and the shrub stem densities will not be included in the DWR performance standards for annual monitoring reports. Vegetation monitoring will occur in the fall each required monitoring year, prior to the leaf fall. Plots will be monitored for a minimum of five years. The riparian buffer areas adjacent to the coastal headwater stream restoration are dependent on the performance of the stream restoration. This includes vegetation plots 2, 4, 6, 16, 17, 27, 28, 32, 40, and 42. The following data are recorded for all planted trees in the plots: species, common name, height, planting date, and grid location. The total number of volunteer woody stems are also documented and reported by species. 1.2.2 Visual Assessment Visual assessments are performed within the site on a semi-annual basis during the five-year monitoring period. Problem areas are noted (e.g. low stem density, vegetation mortality, invasive species or encroachment). Areas of concern are photographed, mapped, and accompanied by a written description in the annual report. Problem areas will be re-evaluated during each subsequent visual assessment. Should remedial actions be required, recommendations will be provided in the annual monitoring report. Visual inspections and photos are recorded in preservation areas to ensure compliance. 2 Project Mitigation Components 2.1 Project Components The Hollowell Site includes a combination of stream restoration, enhancement, and preservation activities on 8,979 linear feet of streams and 10.52 acres of wetland restoration, enhancement, and preservation. Out of 72.049 acres that are protected with a permanent conservation easement, 4.963 acres (216,188 ftZ) are proposed to generate riparian buffer restoration credits, 3.180 acres (16,326 ftZ) are proposed to generate riparian buffer preservation credits, 13.120 acres (428,850 ftZ) are proposed to generate riparian buffer credits along coastal headwater restoration streams, and 28.147 acres (63,978.69 lbs. Nitrogen) are proposed to generate nutrient offset credits. The Sponsor will maintain three credit ledgers: one for buffer restoration credits, one for buffer preservation credits and coastal headwater buffer credits, and one for Nitrogen nutrient offset credits. The total potential nutrient offset mitigation credits and riparian buffer that the Project generates are summarized in Table 1. Table 1. Hollowell is also a stream and wetland mitigation bank, and restoration of riparian areas will be accomplished through the goals and methods outlined by the WLS Neuse 01 Stream & Wetland Umbrella Mitigation Banking Instrument, Hollowell Mitigation Plan (SAW-2017-00159) and the Hollowell Riparian Buffer Nutrient Offset Mitigation Banking Instrument. All riparian buffer mitigation and nutrient offset along channels begins from the top of bank and extends a maximum of 200 feet perpendicular to the channel pursuant to 15A NCAC 02B .0295 and 15A NCAC 02B .0240. Land use proposed for buffer restoration and nutrient offset was composed of row -crop agricultural fields. Wetland mitigation areas are excluded from riparian buffer and nutrient offset credit areas. A riparian headwater valley restoration approach was constructed for UT1-RI, UT2-R1, and UT2A. Headwater stream restoration activities included excavating a broader floodplain at or slightly above the existing bed elevation and sought to restore groundwater hydrology and connection of surface flows. The restoration of UT1-RI ends near the field edge as the valley turns to the northeast towards the Neuse River. At this location, the channel gradually transitions into a single thread channel and the ditch that flows offsite was backfilled to the property line. UT1-R2 and UT2-R2 involved restoration by constructing a single thread meandering channel across the geomorphic floodplain, increasing the width/depth ratio, and raising the streambed (Rosgen Priority Level 1). Both ditches (D1 and D2) are viable for buffer and nutrient offset credits per 15A NCAC 0295 (o)(8). Figures 2a and 2b depict the nutrient and buffer restoration plan based on actual top of bank conditions. The riparian buffer credits located adjacent to coastal headwater valley restoration are based on the as -built survey centerline of the valley. The area of the buffer credits shall be measured perpendicular to the length of the valley being restored. The riparian revegetation plan included permanent seeding, bare root trees, live stakes, and controlling invasive species growth. The riparian restoration efforts along the project streams are adjacent to reconstructed stream banks and extend perpendicular from tops of banks 50 feet to 200 feet. The riparian restoration efforts along the project ditches extend perpendicular from tops of banks 50 feet to 200 feet. 2.2.1 Riparian Buffer Preservation Riparian buffer preservation includes permanently protecting existing forested riparian areas with a conservation easement. This includes approximately 50-75 feet of the left bank of UT2-R3, UT2B, and UT2C. The left bank and forested portion of the right bank on UT1-RI was not viable for riparian preservation credit but was still placed in a conservation easement. No more than 25 percent of the total buffer mitigation area will be comprised of preservation pursuant to 15A NCAC 0295 (o)(5) and 15A NCAC 0295 (o)(4), and preservation buffer areas in excess will be protected in the conservation easement and not generate credit. Buffer preservation can only generate buffer mitigation credit and is not transferrable into nutrient offset credits. 2.3 Construction and As -Built Conditions The Project construction and planting were completed in April 2020, the as -built survey was completed in May 2020, and the As -Built Baseline MYO Report was submitted in July 2020. Planting and baseline monitoring activities occurred between April and May 2020. The conservation easement is marked at least every 150 feet with Unique Places to Save signs attached to t-posts. The as -built survey locates the constructed stream channels, in -stream structures, tree -lines, a longitudinal profile survey for each project reach, and cross-section survey for each reach. No significant deviations were documented between final construction plans and as -built conditions. Additionally, no major issues or mitigating factors were observed immediately after construction which required consideration or remedial action. 3 Year 1 Monitoring Performance 3.1 Vegetation Monitoring of the 38 permanent vegetation plots was completed during the week of October 26, 2020. Vegetation data can be found in Appendix B with the associated photos located in Appendix C. The MY1 average planted density is 538 trees per acre. All the vegetation plots exceeded the interim measure of vegetative success of at least 260 planted trees per acre at the end of the fifth monitoring year. Planted tree densities ranged from 283 to 809 trees per acre across all plots. No woody volunteer species were found in the vegetation plots. The riparian buffer areas adjacent to the coastal headwater stream restoration are dependent on the performance of the stream restoration (vegetation plots 2, 4, 6, 16, 17, 27, 28, 32, 40, and 42). All these riparian buffer areas are meeting the stream restoration performance criteria, as well as the vegetation performance criteria. 3.2 Visual Assessment A significant population of privet (Ligustrum sinense) was located along the headwater restoration portion of UT1-RI prior to construction. Construction activities removed the privet, but this area will be closely monitored, and re -sprouts will be treated as needed to prevent further establishment. No privet treatments occurred during MY1. This area is not part of the creditable area for DWR nutrient and buffer offsets. Visual assessment of vegetation throughout the planted area indicate herbaceous vegetation is establishing throughout the project. 4 Methods Vegetation success is monitored at 38 permanent vegetation plots for DWR and 46 vegetation plots in total (16 joint 404/401 plots, 22 additional DWR/401 plots, and 8 additional 404/USACE plots are included in this). Vegetation plot monitoring follows the CVS-EEP Level 2 Protocol for Recording Vegetation, version 4.2 (Lee et al. 2008) and includes analysis of species composition and density of planted species. Data were processed using the CVS data entry tool. In the field, the four corners of each plot were permanently marked with PVC at the origin and rebar at the other corners. Photos of each plot are recorded from the XY origin each monitoring year.
