Jay, if you are replacing rip-rap within the exact footprint of the existing rip-rap you do not need buffer authorization
from the State. Additionally, we understand the proposed activity will be covered by a Nationwide 13 with the USACE
and therefore the activity you described does not require written concurrence from the NC DWQ and GC3689 will be

please provide us a letter or email that I could provide to the engineer & HOA. I understand that since the area
