PROJECT SUMMARY: The applicant is proposing to expand existing mamnade oyster sills, plant coastal wetlands, and stabilize bluff with marl. Major Modification to State Permit #47-09. 9. NARRATIVE DESCRIPTION: The project site is an island located in the White Oak River. The site must be accessed by boat. Jones Island is approximately 1 mile northeast of the Highway 24 Bridge traveling between Swansboro and Cedar Point. The subject project would take place on the 22.74 acre Jones Island. NC Division of Parks and Recreation currently holds 15.48 acres with the remaining acreage being private property. The 15.48 acres is separated into four parcels and has an unoccupied caretaker's house. The project parcel varies in terrain; vegetation consists of native grasses, mature oaks and other indigenous species. There are coastal wetlands throughout the project shoreline. The property has approximately 2,640' of shoreline and the substrate is sandy/silt. Water depths at the locations of the proposed sills average 0-6" NLW. There is an erosion escarpment of approximately 17-20' on the southwest corner of the island. There is a deep water channel that passes close by the western tip of the island. The Division of Water Quality classifies this area of the White Oak River as SA-HQW. This area is not a Primary Nursery Area. This portion of the White Oak River is open to the harvesting of shellfish. The parcel is classified as conservation in the Onslow County LUP. The adjacent property land is currently vacant. 10. PROJECT DESCRIPTION: The applicant is proposing to construct 800' of new oyster shell sill (major modification of an existing major permit State Permit #47-09). The site currently has approximately 400' (five separate ?sills),of sill permitted under the aforementioned permit. The 800 total footage of sill would be utilized with six 100' x 6' sills, an 82' x 6' sill, an 18' extension on an existing sill, 4 64' extension on an existing sill, and a 36' x 6' sill. Three of the 100' x 6' sills would be constructed on the north side of the island, and the remaining 500' would be constructed on the southwest side of the island. The sills would be constructed using the same methodology as in the existing major permit and an average of 30' waterward of NHW. Spartina alterniflora would be planted landward of the proposed sills. On the highground, a 100' x 3' marl shoreline stabilization structure is proposed. The structure is proposed at the base of a 17-20' erosion escarpment. This structure would be located landward of NHW and would not impact any wetlands. No SAVs are located within the waters adjacent to the proposed development. 11. ANTICIPATED IMPACTS: The proposed sills would fill 4,800 ft2 of shallow bottom. The proposed shoreline stabilization structure would fill approximately 300 ft2 of highground. The proposed sills would create possible shallow bottom habitat in an area currently void or SAVs or shell bottom. Coastal wetlands would also be planted landward of the proposed sills, helping to add to the integrity of the shoreline and provide additional habitat. The proposed sills and sill extensions would not appear to cause a hindrance to navigation. Vegetation on tract About 5.77 acres are clear of underbrush, with mature live oak trees remaining. They form a dense canopy and give the land a park-like look. The other 9.71 acres is heavily vegetated, containing Coastal Fringe Evergreen Forest Marsh, a natural community that the state's Natural Heritage Program considers regionally significant and scarce along the central coast. Loblolly pine (Pinus taeda) and live oak (Quercus virginiana) dominate this moderately dense canopy. The larger live oaks reach 60 feet in height and 3 feet in trunk diameter. Prominent understory species include yaupon (Ilex vomitoria), sassafras (Sassafras albidum) and wax-myrtle (Myrica cerifera). They form a moderately dense shrub layer. Common dog-fennell is prominent in hurricane-created canopy openings. Small areas of salt and brackish marsh habitat occur along the shoreline of the island. f. Man-made features and uses now on tract Part of the 15.48 acres was formerly a commercial campground. Existing infrastructure on the island includes a caretaker's cottage, a bathhouse that was renovated into a classroom/meeting facility in 2009, a storage building and a drinking water well. The existing structures were permitted and built to code, and include approved sewage treatment capacity to handle up to 23 commercial camp sites. This existing infrastructure remains in good repair. The classroom/meeting facility is used for restoration and education events, the caretaker's cottage is used for its kitchen and bathroom facilities and the storage building is used for storage of restoration, education and landscaping supplies. g. Identify and describe the existing land uses adjacent to the proposed project site. The adjacent tract (Parcel ID 1224-6.3) is 7.26 acres and is located on the south side of the island. This tract is privately owned and currently for sale. This tract was recently rezoned to R-90, which allows a residential dwelling on two acres. The classroom/meeting facility has the capability of being connected to an Onslow County Health Department approved septic system, however, it is not currently connected to the structure. o. The extension of two previously constructed (Major Permit No. 47-09) oyster shell/marl bag sills and the marsh grass plantings will help to prevent and reduce erosion along the shoreline of Jones Island and will provide valuable habitat for finfish, shellfish and waterfowl. The oyster shell/marl bag sills will provide substrate for the attachment of oyster larvae in these traditionally productive waters. Once constructed, the sills will be designated as shellfish management areas by the N.C. Division of Marine Fisheries. The placement of marl bags at the base of the cliff face on the southwest side of the island will also help to prevent further erosion of the island. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. (See Workplan Drawings 1-4). Although we have constructed two oyster shell/marl bag sills along the northwest and southwest shoreline of Jones Island under Major Permit No. 47-09, significant erosion still exists in areas adjacent to the location of the sills. To protect these areas from further erosion and to continue to create valuable estuarine habitat, we propose to extend the distance of the two sills by 300 linear ft. on the northwest side of the island and by 500 linear ft. on the southwest side of the island. The sill extensions will be constructed using the exact techniques depicted in the original permit application with one layer of marl bags at the bottom and two layers of oyster shell bags on top The sills will be constructed to be 6 ft. wide and will contain gaps every 100 ft. in order to allow fish passage. Oyster shell and marl bags will be transported to the site and strategically placed by students, volunteers and staff from HBSP and NCCF, to extend the sills. Oyster shell and marl bags will be stock piled on the island prior to sill placement. Marsh plants will be planted landward of the oyster shell bag sills. Marl bags will also be placed at the base of the 20-25 ft. high cliff face on the southwest side of the island. The bags will extend 100 ft. in length and 5 ft. high. These activities will not require construction equipment. d. Division of Parks and Recreation/Hammocks Beach State Park Date: February 19, 2010 Background In 2007, a 5.77-acre portion of Jones Island in Onslow County, NC was purchased by the North Carolina Coastal Federation (NCCF) through a grant from the N.C. Clean Water Management Trust Fund. This land, as well as an adjoining 9.71-acre area belonging to Audubon North Carolina, was designated a White Oak River Clean Water Management Preserve. In 2008, these 15.48 acres or about 70% of the island was donated by NCCF and Audubon N.C. to the N.C. Division of Parks and Recreation and added to Hammocks Beach State Park (HBSP). This acquisition prevents the development of Jones Island and protects this valuable estuarine habitat that is located right in the center of the White Oak River. Unfortunately, significant erosion exists along the shoreline of Jones Island due to wind-induced tides and several hurricanes that have affected the area in recent years. The erosion is especially apparent along several stretches of shoreline that were previously disturbed by human activity. In an effort to protect and stabilize the eroding shoreline of Jones Island, NCCF has been working with the N.C. Division of Marine Fisheries, HBSP and teachers, students and volunteers to create marsh and oyster habitat along the shoreline of Jones Island since fall 2007. The restoration activities have included marsh grass plantings, the creation of two oyster shell/marl bag sills (Major Permit No. 47-09) and the placement of loose oyster shell. Despite these habitat restoration activities, significant erosion still exists in areas adjacent to the location of the sills. Project Description Through this second phase of habitat restoration at Jones Island, we propose to extend the distance of the two previously constructed sills (Major Permit No. 47-09) by 300 ft. on the northwest side of the island and by 300 ft. to the east and 200 ft. to the west of the previously constructed sill on the southwest side of the island. Marsh grass will be planted landward of these sill extensions. Marl bags will also be placed at the base of a cliff face on the southwest side of the island. These restoration activities will not only help to stabilize the eroding shoreline of the island, but will also provide habitat for wildlife, finfish and shellfish. The created marsh and oyster habitat will help to filter nutrients and pollutants, and thereby improve the water quality of the impaired White Oak River. The oyster shell/marl bag sills will provide substrate for the attachment of oyster larvae in these traditionally productive waters. Public education, awareness and support for the protection and restoration of coastal habitats will be expanded through public participation in the project and educational and outreach activities, including using existing buildings on the island to provide a base of support for project outreach activities. Teachers and students from local schools and groups will participate in the project through oyster shell and marl bagging, oyster shell/marl bag sill creation and marsh grass plantings. The project will include a monitoring component that will be carried out as part of NC&0&,?? d ?j y y HBSP's educational programming to determine the success of these restoration techniques. NCCF staff will work with students in the classroom and in the field to prepare for and conduct project monitoring at the restoration site. Their involvement will be supported by community volunteers over the course of the project. The overall goal of this project is to re-establish fringing marsh along the shoreline of Jones Island and to enhance oyster growth in waters just offshore of the island. This will provide HBSP with extremely valuable estuarine habitat for which they will become long-term stewards of. Specific project objectives include: ¦ Extend two previously constructed oyster shell/marl bag sills (Major Permit No. 47-09) to help establish fringing salt marsh along 800 linear feet of shoreline on the northwest and southwest sides of the island. ¦ Plant marsh grass landward of the sills to restore approximately 45,500 square feet of marsh along eroded sections of the islands shoreline. ¦ Place marl bags at the base of a 20-25 ft. cliff face on the southwest side of the island. ¦ Train and engage volunteers and students through field work and classroom activities to provide support for the restoration project and monitor its success. ¦ Share project results with citizens through NCCF's promotional efforts including media tours, press releases, website, presentations and cable show. Restoration Methods and Techniques: Creation of Oyster Shell and Marl Bags Student and community volunteers will create the bags at stockpile sites using nylon mesh bags and PVC bagging frames. Bags will be transported to Jones Island using HBSP boats. Oyster Shell/Marl Bag Sill Extensions Oyster shell/marl bag sill extensions and marsh grass plantings landward of the sills will occur along eroded sections of the northwest and southwest sides of Jones Island. The sill extensions will run parallel to the shoreline and will consist of a northwest sill extension (300 ft. long x 6 ft. wide, maximum 50 ft. shoreward of NHW) to the east of the previously constructed northwest sill (Major Permit No. 47-09) and a southwest sill extension (300 ft. long to the east and 200 ft. long to the west of the previously constructed southwest sill (Major Permit No. 47-09), 6 feet wide, maximum 30 ft. shoreward of NHW). Each sill extension will be constructed of one layer of marl bags on the bottom and then two layers of oyster shell bags on top of the marl bags. Each bag will be approximately 2 ft. long, 6 in. wide and 6 in. high. The bags will be placed in the water perpendicular to the shoreline, 3 bags end to end, to avoid rolling. Cliff Face Stabilization Marl bags will be placed at the base of a 20-25 ft. high cliff face on the southwest side of the island. The bags will not extend more than 100 ft. along the base of the cliff and will not be layered higher than 5 ft. from the base of the cliff.
