This application is submitted on behalf of Old North Utility Services, Inc. for the open-cut installation of two wastewater lines that will be located within an existing utility easement in Fort Bragg. These lines are needed to upgrade services for the new FORSCOM Headquarters building. Two existing sewer lines will be discontinued. Temporary impacts include 0.059 acres of 404 wetlands and 30 LF of stream. Additionally, 0.008 acre of 404 wetlands and 0.001 acre of RPW will be permanently impacted. The easement is currently mowed, therefore, no mitigation is proposed. The Pre-Construction Notification form, associated maps, and site plan are enclosed for your review. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project area consists of an existing utility easement that currently contains two wastewater lines (30" and 15" diameter). These lines deliver wastewater to the Fort Bragg Wastewater Treatment Plant located just north of the corridor. The existing easement is currently kept in a mowed condition. 3b. Explain the purpose of the proposed project: The purpose of the project is to upgrade the existing wastewater services for the new FORSCOM Headquarters building. The two existing lines will be discontinued. 3e. Describe the overall project in detail, including the type of equipment to be used: This project entails the installation of two new wastewater lines (.42" and 24" diameter) Silt fences will be installed along the corridor. Excavators will be used to dig a trench and the pipe will be installed in sections. Material will be stockpiled in an upland area and placed back once the pipe is in place. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Most of the impacts to wetlands and stream will be temporary in nature. These jurisdictional areas will be returned to natural grade and will be seeded with a wetland seed mix upon project completion. One impact, W2/01, will be permanent in order to achieve the correct slope for this gravity driven sewer line. This impact has been minimized as much as possible. The applicant plans to abandon the existing sewer lines. Much of these lines are located in wetlands and removing or replacing these lines would disturb more wetlands than simply abandoning them. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Silt fencing will be installed to prevent erosion into adjacent wetland areas and to clearly demarcate limits of authorized disturbance. Most wetland impacts will be returned to grade and seeded.
