VAN DER VAART Secretary S. JAY ZIMMERMAN Director On June 6, 2017, I conducted a follow-up Compliance Evaluation Inspection_ of the Alpine Woods Resort Deemed Wastewater Collection System. The deemed permitted collection facility appeared adequately maintained and operated at the time of the inspection, and in compliance with Permit WQCSD0629. The following items were noted during the inspection: o The facility now maintains a map of the wastewater collection system as requested in the last inspection. • The facility now distributes educational oil and grease flyers to its residents as requested. ® The collection system was jet -cleaned in recent months. • Numerous trailers with on -going plumbing issues have been removed. e Repairs are planned or ongoing for the stormwater system to reduce erosion to roads and other utilities. Continue to operate and maintain the collection system in compliance with the requirements outlined in 15A NCAC 02T for Wastewater Collection Systems. The assistance of Ms. Erika Conner during the inspection was greatly appreciated, as are your efforts to improve maintenance conditions at the park. The deemed permitted collection facility appeared adequately maintained and operated at the time of the inspection, and in compliance with Permit WQCSD0629. Since the time of the last inspection, the new management has jet -cleaned all sewer lines (winter 201Q+ , removed a number of trailers that could not be repaired and were subject to plumbing leaks, assembled a map of the collection system, and is undergoing repairs to a small creek crossing. At the time of the inspection, the facility was also installing new stormwater controls, which should reduce erosion and associated damage in the park. The facility was found to be non -compliant with the Deemed Collection System requirements. The requirements for your sewerage collection system can be found. in 15A NCAC 02T .0403, Permitting By Regulation. These regulations place significant operation, maintenance and reporting requirements on those entities that own or operate a wastewater collection system with average daily flows of less than 200,000 gallons per day. I have included a copy of the regulations for your reference. The following items were missing at the time of the inspection: 1. An updated map including pipe size, approximate age, material and pump station capacity. 2. A Grease Control Program as follows: For privately owned collection systems, the Grease Control Program shall include at least bi-annual distribution of grease education materials to users of the collection system. I have e-mailed an example educational flyer that could be adapted for your use. It is understood that you recently purchased Alpine Woods Resort and assumed responsibility for the collection system, and that the previous owner was remiss in maintaining the items listed above. Erika Conner (Park Manager) assisted during the inspection. Ms. Conner stated that new management was making correcting previous issues a priority and the park would be brought up to compliance. (2) A map of -the sewer system has been developed and is actively maintained. - (3) An operation and maintenance plan including pump station inspection frequency, preventative maintenance schedule, spare parts inventory and overflow response has been developed and implemented. (4) Pump stations that are not connected to a telemetry system (i.e., remote alarm system) are inspected by the permittee or its representative every day (i.e., 365 days per. year). Pump stations that are connected to a telemetry system are inspected at least once per week. (5) High -priority sewers are inspected by the permittee or its representative at least once every six -months and inspections are documented. i (6) A general observation by the permittee. or its representative of the entire sewer system is conducted at least once per year. (7) Overflows and bypasses are reported to the appropriate Division regional office in accordance with 15A NCAC 026.0506(a), and public notice is provided as required by G.S. 143-215.1C. (8) A Grease Control Program is in place as follows: (A) For publicly owned collection systems, the Grease Control Program shall include at least bi-annual distribution of educational materials for both commercial and residential users and the legal means to require grease interceptors for new construction and retrofit, if necessary, of grease interceptors at existing establishments. The plan shall also include legal means for inspections of the grease interceptors, enforcement for violators and the. legal -means to -control grease entering the system from other public -and private satellite - sewer systems. (B) For privately owned collection systems, the Grease Control Program shall include at least bi-annual distribution of grease education materials to users of the collection system by the, permittee or its representative. (C) Grease education materials shall be distributed more often than required in Parts (A) and (B) of this Subparagraph if necessary to prevent grease -related sanitary sewer overflows. (9) Right-of-ways and easements are maintained in the full easement width for personnel and equipment accessibility. (10) _ Documentation shall be kept for Subparagraphs (a)(1) through (a)(9) of this Rule for a minimum of three years with exception of the map, which shall be maintained for the life of the system. (b) Private collection systems on a single property, serving an industrial facility where the domestic wastewater contribution is less than 200,000 gallons per day shall be deemed permitted. (c) The. Director may determine that a collection system should not be deemed to be permitted in accordance with this Rule and Rule .0113. of this Subchapter. This determination shall be made in accordance with Rule .0113(e) of this Subchapter.
