SUBJECT: Pipe Replacement on SR 1302 (Crowders Mountain Road), Gaston County
Dear Mr. Wrenn:
The North Carolina Department of Transportation requests authorization to replace an existing
pipe on SR 1302 (Crowders Mountain Road) in Gaston County. NCDOT proposes to replace
deteriorating 54-foot long, double 24" CMP with a 54-foot long, 42" HDPE. The existing pipes
are on a 6.2% slope; therefore, NCDOT proposes to lessen the new pipe slope to 3% to minimize
erosion at the outlet and construct a -10-11 rock ladder at the outlet to provide energy dissipation
as well as to connect the outlet invert to the streambed elevation. Temporary
cofferdams/pumping will be used to divert the stream around the construction site as needed. All
areas affected by temporary cofferdams will be restored back to pre-project conditions. The
scope of the work will result in a total of 10 feet of permanent impacts to an unnamed tributary to
Abernethy Creek, which is classified as Class C Waters by the Division of Water Quality.
The project area is not located within V2 mile of any critical watershed area nor is SR 1302 a rural
or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous
spill basin checklist.
This office has conducted a GIS and field survey for the project for historical sites and
threatened/endangered species sites. No sites listed on the National Register of Historic Places
are located in the vicinity of the project nor did there appear to be any eligible structures. The
federally listed species for Gaston County (USFSW listed date January 31, 2008) include
Schweinitz's sunflower (Helianthus schweinitzii) - Endangered (E) and the Bog turtle
(Glyptemmys muhlenbergii)- Threatened due to Similarity of Appearance (T S/A). National
Heritage Program records document the nearest Schweinitz's Sunflower location approximately
11.5 miles southeast of the proposed project area. The sunflower is usually found in upland open
areas protected from shade or excessive competition. There is limited potential habitat within
the proposed project area; however, no species were observed. National Heritage Program
records document the nearest bog turtle location approximately 2.4 miles northwest of the project

area. Bog turtles are usually found in bogs, marshes, and wet pastures. There is no suitable
habitat located within the project area. It is anticipated that there will be no impact on either
Schweinitz's Sunflower (Helianthus schweinitzii) species or the bog turtle (Glyptemmys
muhlenhergii).

The purpose of the proposed work is to replace deteriorating pipes for the safety of the travelling public.

NCDOT proposes to replace a deteriorating 54-foot long, double 24" CMP with a 54-foot long, 42" HDPE. The stream is
intermittent with limited aquatic life. The existing pipes are on a 6.2% slope; therefore, NCDOT proposes to lessen the
new pipe slope to 3% and construct a -10-ft rock ladder at the outlet to connect the outlet invert to the streambed
elevation.
Temporary cofferdams/pumping will be used to divert the stream around the construction site as needed. Area affected
by temporary cofferdam system will be restored back to pre-project conditions. The Project will be constructed using
typical heavy equipment (trackhoe, backhoe, etc.).
