Perry Hill II Bank Parcel Credit Release — Task 1
Dear Mr. Wilkerson:
On October 7, 2020, the Division of Water Resources (DWR) approved a Bank Parcel Development
Package (BPDP) for the above -referenced site under the terms and conditions of the Wildlands
Holdings V, LLC (Wildlands) Perry Hill II Mitigation Banking Instrument (MBI) to establish a
nutrient offset and buffer mitigation bank. This site is immediately adjacent to the Perry Hill Full -
Delivery Mitigation Site for the Division of Mitigation Services. On September 16, 2020, DWR
approved the Perry Hill Full -Delivery Riparian Buffer Mitigation Plan.
On October 13, 2020, DWR received a performance bond (#107309672) issued to Wildlands from
Travelers Casualty and Surety Company of America, in the amount of $150,000, to cover
performance obligations for the construction of the subject site. The term of this bond will remain in
effect until DWR has provided a written approval of the As -Built Report. Lastly, on October 23,
2020, the DWR received a recorded conservation easement and corresponding plat for the subject
site.
In accordance with the MBI, signed on October 6, 2020, the following Project Milestones have been
met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and therefore, 20% of the Neuse buffer Restoration credits (0.20 x 26,293
ft2 = 5,258.60 ft2) and 20% of the Neuse buffer Enhancement via Cattle Exclusion credits (0.20 x
11,396.306 ft2 = 2,279.261 fe) are now available to sell. Lastly, 20% of the Nitrogen nutrient offset
credits (0.20 x 31,063.080 lb-N = 6,212.616 lb-N) and 20% of the Phosphorus nutrient offset credits
(0.20 x 2,000.702 lb-P = 400.140 lb-P) are now available to sell.

Please note that nutrient offset credits generated at this site must be used for impacts in
HUC 03020201 of the Upper and Lower Falls Watersheds within the Neuse River Basin
pursuant to 15A NCAC 02B .0703 which became effective on April 1, 2020. Additionally, the
riparian buffer credits must be used for authorized impacts in the Neuse River Basin
according to guidelines in the Consolidated Buffer Mitigation Rule, 15A NCAC 02B .0295,
which became effective on November 1, 2015.
Please use the Credit Ledger Templates provided in the approved MBI or on our website at:
http://portal.ncdenr.org/web/wq/nutrientbuffertemplates to track and report credit availability for the
Perry Hill 11 Mitigation Bank. Upon receiving this correspondence, please submit four (4) credit
ledgers to DWR reflecting the available credits released for each mitigation type (Buffer Restoration,
Buffer Enhancement, Nitrogen Nutrient Offset, Phosphorus Nutrient Offset).
