This proposed dune project will attempt to restore the dune system to pre -Florence conditions. The Town recently completed a dune restoration for the southern —5 miles of shoreline and would like to continue this effort by continuing this project-5 miles to the north. Briefly, the proposed dune restoration would extend from Public Beach Access BA13B (Station 900+00) to just south of the Topsail Reef Villas (Station 1135+00). Truck hauled sand is being brought in from an upland borrow source. This project is partially funded by FEMA and will require competitive bidding and two sand mines (ST Wooten Sand and 421 Sand) have been included as a sand source in this permit modification request. Both of these mines have been successfully used for recent Surf City and NTB dune restoration projects. Additional information, including project drawings and additional project descriptions, are attached. Please let me know of any comments or questions. The rules of the Coastal Resources Commission require that you receive an AEC Hazard Notice and acknowledge that notice in writing before a permit for development can be issued. The Commission's rules on building standards, oceanfront setbacks and dune alterations are designed to minimize, but not eliminate, property loss from hazards. By granting permits, the Coastal Resources Commission does not guarantee the safety of the development and assumes no liability for future damage to the development. Permits issued in the Ocean Hazard Area of Environmental Concern include the condition that structures be relocated or dismantled if they become imminently threatened by changes in shoreline configuration. The structure(s) must be relocated or dismantled within two (2) years of becoming imminently threatened, and in any case upon its collapse or subsidence. The best available information, as accepted by the Coastal Resources Commission, indicates that the annual long-term average ocean erosion rate for the area where your property is located is 2-3 feet per year. The rate was established by careful analysis of aerial photographs of the coastline taken over the past 50 years. Studies also indicate that the shoreline could move as much as iea3ao feet landward in a major storm. The flood waters in a major storm are predicted to be about �4-18 feet deep in this area. Preferred oceanfront protection measures are beach nourishment and relocation of threatened struch�res. Hard erosion control structures such as bulkheads, seawalls, revetments, groins, jetties and breakwaters are prohibited. Temporary sand bags may be authorized under certain conditions. The applicant must acknowledge this information and requirements by signing this notice in the space below. Without the proper signature, the application will not be complete. Permits issued for development in this area expire on December 31 of the third year following the year in which the permit was issued. Shortly before work begins on the project site, the Local Permit Officer must be contacted to determine the vegetation line and setback distance at your site. If the property has seen little change since the time of permit issuance, and the proposed development can still meet the setback requirement, the LPO will inform you that you may begin work. Substantial progress on the project must be made within 60 days of this setback determination, or the setback must be re -measured. ATTACHMENT A PROJECT DESCRIPTION North Topsail Beach Permit Modification Project Narrative June 22, 2020 Overview The Town of North Topsail Beach (NTB) has an active beach management and maintenance plan for its -11 miles of oceanfront shoreline and was generally successful in establishing a healthy dune system. However, Hurricane Florence in 2018 severely impacted the entire shoreline and decimated the dune system. As a result, NTB has a short-term goal of providing dune rehabilitation to the entire NTB shoreline. The Town has recently completed a dune rehabilitation for the southern -5 miles of beach and would like to do continue this dune rehabilitation by rehabilitating the dune system for the northern -5 miles of beach during the 2020/2021 winter environmental window. The final -1 mile of beach closest to New River Inlet (NRI) is currently not included in this permit modification request due to the planned USACE AIWW dredging project as well as the existing sandbag structures. Figure 1 presents an overview of NTB shoreline truck haul dune restoration projects from 2019/2020 as well as the proposed 2020/2012 truck haul. The State and FEMA have contributed funds to NTB for beach/dune recovery efforts from Hurricane Florence. North Topsail Beach has 5 reaches of shoreline, beginning at Phase/Reach 1 along the New River Inlet at the north, down to Phase/Reach 5 with terminates at the Surf City border. Project Purpose The goal of the project is to restore the dune system to pre -Florence health. A healthy dune system is a critical buffer for hurricane protection. The NTB dune system lost an average of approximately 11 cy/ft as a result of Hurricane Florence. The proposed dune rehabilitation project proposes to place approximately 3-10 cy/ft of beach compatible material. Project Description The currently proposed project mimics the recently completed NTB project. Table 1 presents an overview of the proposed dune project. The seaward dune slope is designed to be a 3H:1V slope to reduce the overall dune footprint and avoid impacts closer to the mean high water (MHW) line. All fill will be located as landward as possible and immediately adjacent to the existing frontal dune to avoid creating any troughs or gaps between the fill area and the existing frontal dune. The design varies in width based on losses during Florence. Note that no fill is proposed for Station 930+00 as the dune in this reach shows no losses when compared with pre -Florence data. This area is owned and operated by Onslow County and this -600-ft section of shoreline was previously repaired (according to survey data). Other notes on design: • The proposed project will remain landward of the MHHW line. • An additional average erosion loss of 1.6 cy/ft is requested in order to account for ongoing background erosion prior to project construction (and since the September 2019 survey). Therefore 188,000 cy is requested. • No existing dune vegetation will be impacted. The new sand will be placed immediately seaward of existing eroded dunes and dune vegetation. No gaps or troughs will occur between the restored dune and the existing dune. • The project design goal is to restore and enhance the dune system while also maintaining adequate beach for walking/recreation. Proiect Timin The project is planned to occur during the next winter environmental window (i.e., outside of turtle nesting season). The project is anticipated to take -3.5 months and will be conducted within the environmental window (November 16 to April 30), which is approximately 5.5 months in duration. Proiect Permit Drawinas Project permit modification drawings are attached to the end of this document. The attached set of construction plans includes bathymetric and topographic data immediately following Hurricane Dorian (September 2019). The mean high water (MHW) and mean low water (MLW) lines are based on elevations gathered during the September 2019 post -Dorian survey effort. Several profile figures below show the pre -Florence dune (see Figures 2-5). The pre -Florence dune is represented by 2016 LiDAR data. Note that no annual monitoring was conducted for several years for this particular project reach. These stockpile and rehandling areas are required to transfer the truck -hauled material to all -wheel -drive dump trucks that travel on the beach. The transfer will occur on the beach to ensure material quality. Dozers and other heavy equipment will load the all -wheel -drive dump trucks. Similar heavy equipment will shape and construct the dunes. Several beach accesses and rehandling areas are required to reduce truck transport along the beach and to expedite dune restoration. Coordination with NTB public works will occur to ensure minimal disturbance at the beach accesses. Truck beach accesses will be restored to original conditions following project completion. Note that three (3) existing beach accesses are currently operational and these will be used for the project. An additional two (2) beach accesses are also included in the plans where some temporary dune removal would be required. This impact area is conservatively estimated at 0.2 acres. Florence FEMA Mitigation This project will be partially funded with Hurricane Florence "Category B" dune mitigation. Reaches 1 through 4 qualified for—137,000 cy. As such, the project will be competitively bid. This project is planned to occur during the 2020/2021 winter environmental window. Project Permit The DCM permit modification is for 79-10. This permit was most recently used for the 2019/2020 truck haul project for the southern —5 miles of shoreline. This project was modified in February 2020 to extend the dune restoration up to Station 900+00. However, because of timing and funding, the dune restoration stopped at Station 855+00. The proposed dune restoration project is out of USACE jurisdiction as the proposed dune sand will be placed well landward of the MHW line. It is noted that the USACE will review this DCM permit modification request. Note that following Hurricane Matthew (2016), prior to Hurricane Florence (2018), a Phase/Reach 5 FEMA Hurricane Matthew mitigation project using upland truck haul material was proposed mostly for the upper and intertidal beach, as the dune was in relatively good shape. This of course required a USACE permit and SAW-2017-02492 was issued. However, due to the significant dune losses from Hurricane Florence, the existing dune required and still requires significant repair and the recently modified FEMA mitigation project (modified February 2020) focused on the dune area (and not the upper/intertidal beach). . Upland Sand Source Two upland sand mines have been identified for the proposed project. Both sand mines have successfully been used for Surf City and NTB dune hauls projects and these mines are: 1. ST Wooten 2. 421 Sand Information on both sites is provided in the following sections. Both upland mines provide processed sand to mix for concrete, asphalt, and mortar. Processed sand is sand that is 7 hydraulically dredged at the mine and run through a classifier. This sand is referred to as "washed and processed" as a result and is very uniform with very few fines and gravel. The clean and well sorted sand is essential for successful large-scale construction projects. This product is also ideal beach sand as a result of the washing and processing. Sand is dried via stockpiling/air drying at the mine prior to loading and trucking offsite. Similar to the previous permit modification, material will be screened at the borrow area prior to hauling to the project site. All material dredged for use on the beach will be screened with a 3/4" screen at the sand mine site. Both sites have been contacted about the project and both sites have confirmed that they have enough material for the proposed project and that this is the same material that was used for previous Surf City and NTB dune projects. Sand Compatibility Table 3 presents summary compatibility for the native beach as well as the two sand mines. This data was sourced from the NTB 2009 EIS (for native beach characteristics) and the NTB and Surf City permit modification requests/projects (for the project sand). Additional sediment data from the recently placed sand haul projects is also available and can be provided upon request (although this data has been previously submitted to DCM during project construction). Both sand mines are compatible with native beach sand based on DCM sediment criteria thresholds. Sediment granularmetric data is provided at the end of this document from both mines. Greater than 2 million cubic yards (cy) is available at each mine. ATM staff have contacted both mines to ensure that existing mines have adequate material for the proposed project. Sand Mine Information Sand mine information for 421 Sand and ST Wooten is provided below. N 421 Sand Mine The 421 Sand mine is located at 5401 Highway 421 in Wilmington, NC just north of the New Hanover County landfill. Figure 6: 421 Sand mine location A small Ellicott Dredge sits in the sand pit borrow area excavating material via cutter suction. Sand is initially screened by a 3/8" mesh and any material coarser than 3/8" is kicked out to a discard pile. Any material passing the initial screening is then classified in a tank where it is washed for fines and separated based upon grain size. The plant carries two main, screened sand sizes, 2S (asphalt and concrete sand) and 4S (mortar sand). CM Mitchell provided TI Coastal with sand samples in September 2019 which were sieved within TI Coastal's geotechnical lab. The average grain size for the 2S sand was 0.5 mm and the 4S sand was 0.33 mm. The screening process effectively removed all large pebbles and stones as well as vegetative debris. Because the material is dredged and then washed in the sieving process, all fines 0 (passing the 230 sieve or less than 0.0625 mm) have been removed from the final product. The onsite stockpiles consist of a mix of the 2S and 4S graded sands with a combined average grain size of 0.41 mm and 0.0% calcium carbonates. Munsell colors of the 421 Sand were 10YR 7/3 (wet) and 10YR 8/2 (dry) (source, TI Coastal). ST WOOTEN The ST Wooten site is located at 226 Sutton Lake Road near Highway 140. The project site begins at the Public Beach Access BA13B on the right at the southern end of New River Inlet Rd. The project would originate from this point and span toward the north to south of the Topsail Beach Villas. The project site encompasses approximately 4.4 miles of oceanfront beach. The project site is adjacent to primarily residential properties as well as infrastructure for the Town. The project site is bordered by Onslow Beach to the North, the Atlantic Ocean to the East, and commercial and residential properties to the south and west. The highground portion of the property is vegetated primarily American Beach Grass (Ammophila breviligulata) and Sea Oats (Uniola paniculata). The NC Division of Marine Fisheries has NOT designated the adjacent waters of the Atlantic Ocean as a Primary Nursery Area, and the waters adjacent to the proposed project are predominantly OPEN to the harvesting of shellfish. The Town of North Topsail Beach currently has a couple beach -related CAMA Major Development Permits that are active, including CAMA Major Permit No. 79-10 (Shoreline Stabilization) and No. 191- 05 (Beach Bulldozing). Permit No. 92-14 was also issued to the Town through variance for a sand bag revetment in 2014. CAMA/Dredge and Fill Permit No. 79-10 was issued to the Town of North Topsail Beach on July 21, 2010. The permit authorized a Town -wide "shoreline stabilization" project which consisted of dredging a portion of New River Inlet bar channel, as well as an offshore borrow area. Dredge material from these areas was authorized to be deposited along the entire ocean front shoreline of North Topsail Beach in five (5) phases. To date, the Town has completed work along the majority of the ocean front with the exception of Phases 2 and 4. On January 10, 2017 a Major Modification was issued to allow truck haul for renourishment of Phase 5. Post -Florence, the applicant requested to modify the permit again to allow for dune restoration of the Phase 5 area in lieu of beach renourishment. A request was also submitted to extend the repair area north to include a portion of the Phase 4 area. On November 21, 2019, a minor modification of the permit was issued to allow the work to include the expanded fill area. The truck haul project was conducted over the winter of 2019/20 and work was completed in early April. The sand was sourced from the ST Wooten sand mine and 421 Sand. PROPOSED PROJECT: Under this permit modification request, the Town proposes to construct a starter dune along the northern half of the Town's oceanfront shoreline to restore the frontal dune damage from Hurricane Florence. Sand would be conducted by truck -hauling material from the ST Wooten sand mine and 421 Sand, which were the same sources used for the recently completed project. The applicant's engineer indicates that approximately 11 cubic yards/linear foot (on average) of material was eroded from the frontal dune system as a result of Hurricane Florence. The proposed project consists of constructing a starter dune that would replace from 3.3-11.7 cubic yards/linear foot. According to the application package, the currently proposed project would consist of the placement of approximately 187,000 cubic yards of compatible fill along —22,900 linear feet of shoreline. The applicant's plans (Sheet 11) show a volume of 149,373 cubic yards of material is needed to construct the starter dune as designed. A varying crest width of 7'-46' is proposed with a crest height of 12'-15' NAVD88. The starter dune would be constructed with a 3:1 waterward slope. Sand would be placed immediately waterward of the eroded frontal dune to avoid the creation of any low-lying troughs or valleys between the existing frontal dune and the project area while also avoiding impacts to existing dune vegetation. While the template volume is currently calculated at 149,373 cubic yards, the applicant is also requesting a maximum placement volume of approximately 187,000 cubic yards be authorized to account for additional erosion anticipated this season prior to the onset of construction. All fill would be placed above mean high water (MHW). The design template approximates restoration of the dune footprint that was lost in Hurricane Florence. The pre -Florence profiles, sourced through 2016 LiDAR data, have been shown on the plans for reference. In order to demonstrate the borrow source sand compatibility with native dune material, samples were collected from both mines prior to and during the recent fill project and have been submitted with the application package. Sand is also washed and processed at the mines prior to stockpiling, which significantly reduces any fine-grained material, and then the sand is screened using a 1/4" screen at the mine prior to hauling to the project site. As proposed, material will also be staged and transferred to trucks on the beach at the site to further avoid the potential for foreign gravel material to be introduced through the transfer process. According to the information provided, sand sampled from ST Wooten is calculated to have a mean grain size of 0.27mm, with less than 2% fines and less than 0.5% granular and gravel material. Calcium carbonate is also less than 1 %. The sand samples from 421 Sand have a mean grain size of 0.41mm with 0% fines, approximately 1% of granular material and 0% gravel and calcium carbonate. Sand that has been deposited in the fill area by off -road dump trucks would be graded to the design template by bulldozer. The proposed accessways are shown on the plans. Five in total are proposed to facilitate sand transport to the beach. Three are existing vehicular accessways and two would require temporary dune impacts (resulting in less than 0.2 acres of temporary impacts). According to the applicant, all five accesses would be restored to original conditions post -project. The application also states that all work would be conducted in the winter work window from November 16- April 30. 10. ANTICIPATED IMPACTS The proposed project would result in the filling of approximately 23.7 acres of upper beach, with a fill volume of up to 187,000 cubic yards. As proposed, no fill would occur below mean high water. Approximately 0.2 acres of area would also be disturbed for truck access onto the beach.
