Do a quick review of report to see if there are any obvious impacts from injection activities by reading Summary and Conclusions/Recommendation Section, and monitoring data tables. Compare pre -injection levels of sulfate, iron; phosphate, etc. to post injection levels and note this below. Also note if there are any spikes in daughter products. If there are no impacts evident, indicate `Nlo impacts from injection evident'. NOTE: The groundwater quality at the site will have to be monitored until concentrations meet pre -injection levels or 2L standards before the permit can eventually be Completed in BIMS and a Completion Letter . (NCDOT) has retained Solutions-IES, Inc., (SIES) to complete remedial action for the former Preslar's Exxon in Midland, North Carolina. In acquiring the right- of-way for improvements on NC Highway 24/27, the NCDOT accepted responsibility for cleanup of a petroleum release to groundwater from the former Preslar's location. Groundwater cleanup will consist of injecting approved compounds into the groundwater to assist the degradation of the petroleum. Under the- Underground Injection Control (UIC) permit (WI0300282) for the cleanup, the NCDOT is required to collect groundwater samples from both monitoring wells and water supply wells in the vicinity of the release. A receptor survey for the area identified an irrigation well located at SIES understands that you are the property owner for that address. The purpose of this letter, in addition to informing you of the cleanup, is to obtain your permission to sample and analyze your well for petroleum constituents. Historically, samples from surrounding water supply wells have shown no impact from the petroleum release and there is no indication that your well has been affected. The sampling and analysis is for monitoring only, and will be conducted at no cost to you with analytical results provided to you at your request. If you agree to grant the NCDOT and SIES permission to collect groundwater samples from your well, please execute the attached Agreement and return it to me via mail or email. Our next sampling is scheduled for June 16, 2015. If you are not the property occupant, please provide a name and contact information for your tenant so we can schedule a time to collect the sample. As indicated in Part VI (1) of the permit, a groundwater monitoring plan was developed and approved that included 13 monitoring wells and four water supply wells. The water supply wells -anticipated for the monitoring were WSW-9, WSW-10, WSW-11, and WSW-12 (see attached figure). Of these wells, only WSW-9 was considered a potable well, and it was -720 feet from the source area. After receipt of the injection permit, SIES conducted a baseline monitoring event and was unable to locate or access two of the wells. In conducting research into the well locations, SIES discovered that with the exception of Ms. Ida Thomas (WSW-11), no access agreements were in place to allow collection of groundwater samples from the supply wells. Because the well sampling was part of a permitted activity, SIES located the property owners through the Cabarrus County tax records and sent a letter (attached) on June 11, 2015, to the following owners requesting access to collect groundwater samples. • Mr. L.E. However, Mr. Dorton and Mr. Plummer have not responded, although they have received the letter and request for access agreement (attached receipts). Based on this non -response from the two owners, SIES has no access to collect samples from wells WSW-9 and WSW-12. As a result, we request that these two wells be removed from the monitoring plan or that the North Carolina Department of Environment and- Natural Resources assist in gaining access. (SIES) is in the initial stages of implementing the approved groundwater remediation program at the Former Preslar's Exxon Site (Site) located at 901 NC Hwy 24/27 in Midland, Cabarrus County, North Carolina (Figure 1). This Baseline Groundwater Monitoring Report has been prepared for the North Carolina Department of Transportation (NCDOT) Geotechnical Engineering Unit to document the installation of injection wells at the Site and the pre -injection baseline groundwater conditions in accordance with Underground Injection Control (UIC) Program Permit No. W10300282. It provides information regarding injection well locations and construction, results of the groundwater sampling event that took place in May 2015, and a summary of historical groundwater analyses leading up to the upcoming remediation.. 1.1 SITE BACKGROUND The former owners operated the Site as a convenience store and gasoline station from 1968 to 1994 (S&ME, 2001). The underground storage tank (UST) system at the former station consisted of four USTs and one pump island with associated product dispensers. The NCDOT purchased the property from Mr. Walter Preslar in 1994, and removed the USTs from the Site during tank closure activities in January 1995. The NCDOT demolished the remaining building on site shortly after the tank closure activities to accommodate widening NC Highway 24/27. After road construction was finished, the grass median between the eastbound and westbound lanes of NC Highway 24/27 contained the former UST basin (Figure 2). In August 1995, S&ME, Inc. (S&ME) completed a receptor survey that identified 13 water supply wells located within 1,500 feet of the site. Thirteen monitoring wells identified on Table 1 and shown on Figure 2 have been installed at the Site since the USTs were removed in 1995. S&ME completed a Comprehensive Site Assessment (CSA) in August 2001 (S&ME, 2001 that identified petroleum contamination in groundwater originating from a probable source area near the former gasoline USTs. A CSA addendum by S&ME (January 2002) completed the groundwater plume delineation (S&ME, 2002a). A second addendum by S&ME in November of 2002 completed the soil contamination delineation (S&ME, 2002b). The CSA reported detections of petroleum constituents above 15A NCAC 2L 0.0202 Groundwater Standards (NC 2L Standards) in four of the 13 monitoring wells: MWA , MW-3, MW-4, and MW-5. The petroleum constituents exceeding the NC 2L Standards included benzene, ethylbenzene, toluene, total xylenes, methyl-ten`-butylether (MTBE), isopropylether (I PE), naphthalene, C5-C8 aliphatics, C9-C18 aliphatics, and C9-C22 aromatics. Baseline Groundwater Monitoring Report Solutions-IES Project No. 2014.0009.NDOT Former Preslar's Exxon NCDOT WBS # 34348.3.5 Midland, Cabarrus County, NC June 3, 2015 The analyses also detected halogenated organic compounds above NC 2L Standards in groundwater samples collected from monitoring wells MW-3, MW-6, MW-7 and MW-8 located south of NC Highway 24/27. The halogenated compounds exceeding their groundwater standards included chloroform, bromodichloromethane, and dibromochloromethane. The presence these trihalomethanes in the groundwater was presumed to be the result of well construction activities that used treated municipal water in the well construction process. The City of Concord 2003 Annual Water Quality Report showed that treated municipal water contained trihalomethanes that exceed the NC 2L Standards. Analysis also detected trihalomethanes in the sample from water supply well WSW-12 in excess of the NC 2L Standards, suggesting that the well may have been disinfected with a chlorinated chemical during 2002. The chemical 1,2-dichloroethane (1,2-DCA) was identified during one sampling event at WSW-10, but no other events. The CSA concluded that the presence of halogenated compounds in the water supply wells near the site was not likely related to the petroleum -release incident at the project site. In March 2005, SIES prepared a Corrective Action Plan (CAP) for the North Carolina Department of Environment and Natural Resources (NCDENR) UST Section, Mooresville Regional Office (MRO), that recommended in situ chemical oxidation (ISCO) using an iron- and steam -activated sodium persulfate injection as the remediation alternative. From 2005 to 2012, the NCDOT made attempts to reduce the risk classification of the site by abandoning nearby water supply wells and irrigation wells within 1000 feet of the source area. However, a replacement well for one of the closer irrigation wells did not yield sufficient water for the owner's use, so the original irrigation well could not be abandoned and reclassification was not an option. In May 2012, SIES prepared a CAP Addendum with an updated evaluation of ISCO using sodium persulfate compared to sulfate -mediated anaerobic oxidative bioremediation using EAS®' and soil vacuum extraction/air sparging. The CAP Addendum recommended switching to sulfate -mediated anaerobic bioremediation as the preferred groundwater remedy. The UST Section MRO issued a Notice of Regulatory Requirements (NORR) to NCDOT dated August 14, 2012, requesting results of pilot testing of the EAS® technology before completing their review of the addendum. SIES implemented the pilot test in June 2012, and submitted the EAS Technology Evaluation Report (SIES, 2013) on January 23, 2013. The UST Section MRO provided tentative approval of the CAP Addendum by way of an NORR dated August 14, 2013. On March 31, 2015, the NCDOT received Injection Permit W10300282 from the NCDENR Division of Water Resources (DWR) UIC Program for the installation of 21 injection wells and approval to inject EAS® substrate into the groundwater at the Site. As part of the permit, a baseline groundwater monitoring event I EAS® is an aqueous solution of sulfate salts and nutrients available commercially from EOS Remediation, LLC in Raleigh, NC. Baseline Groundwater Monitoring Report Former Preslar's Exxon Midland, Cabarrus County, NC Solutions-IES Project No. 2014.0009.NDOT NCDOT WBS # 34348.3.5 June 3, 2015 was required within 30 days prior to injecting the substrate. The following sections outline the baseline monitoring event and the injection well installation. 2.0 BASELINE GROUNDWATER MONITORING PLAN The baseline monitoring plan, as approved in the injection permit, requires sampling at the 13 monitoring wells and four water supply wells. During previous sampling events, these water supply wells included WSW-9, WSW-10, WSW-11, and WSW-12. In November 2014, SIES field personnel conducting a sampling event for the water supply wells could not locate WSWA 0. The location of this well in previous figures suggested that it was in the middle of a field. Further investigation into the location of this well indicated that it is likely inside a locked well -house building and not in the field as believed. Because of this location, previous sampling events may have unintentionally sampled well WSW-13 instead of WSW- 10. The figures in this sampling report have been revised to show the correct location of well WSW-10. Well WSW-12 is an irrigation well that is used sporadically and controlled with a circuit breaker inside the owner's house. For the May 2015 sampling event, the owners could not be contacted for access, and WSW-12 was not sampled. For the post -injection monitoring, SIES will attempt to contact these well owners so that access for sampling wells WSWA0 and WSWA2 can be granted. 2.1 GROUNDWATER ELEVATIONS Prior to collecting groundwater level measurements, SIES personnel opened each monitoring well to allow the water level to equilibrate. Field personnel used an electronic water level indicator to measure water levels. The depth -to -water measurements were converted to elevations by subtracting the depth - to -water measurement from the top -of -casing elevation that was referenced to a site datum with an assumed elevation. Table 1 presents the May 2015 water level data with historical water level measurements. The groundwater elevation data for wells screened in the shallow aquifer were used to develop a shallow potentiometric surface map for May 2015, shown as Figure 3. The groundwater contour map prepared suggests that shallow groundwater generally flows to the southeast, which is similar to previous findings. However, because bedrock was encountered at a depth of about 4 to 6 ft bgs, groundwater flow may be fracture -controlled and variations to the apparent flow direction may be present. 2.2 GROUNDWATER SAMPLING After measuring the water level in each monitoring well, SIES collected groundwater samples using low - flow purging methods. During the purging, personnel recorded field parameters (Table 2), including pH, temperature, specific conductivity, dissolved oxygen (DO), and oxidation-reduction potential (ORP) until Baseline Groundwater Monitoring Report Solutions-IES Project No. 2014.0009.NDOT Former Preslar's Exxon NCDOT WBS # 34348.3.5 Midland, Cabarrus County, NC June 3, 2015 each parameter stabilized or until the wells were nearly purged dry. Prior to collecting the water samples at water supply wells WSW-9 and WSW-11, the pumps in the water supply wells were turned on and left running for approximately 15 minutes to purge the well. After purging, a groundwater sample was collected from each monitoring well with the peristaltic pump and transferred to laboratory -supplied bottles. The groundwater samples from the water supply wells were collected from spigots directly into the bottles. The samples were stored on ice under chain -of - custody control and transported to Pace Analytical Services (Pace Lab) in Huntersville, North Carolina for analysis of sulfate by EPA Method 300.0 and 601/602 volatile organic compounds (VOCs) by SM 6200B (extended to include 1,2-DCA, naphthalene, IPE, and MTBE). 2.3 GROUNDWATER MONITORING RESULTS Table 3 summarizes the results of the target compounds detected in May 2015 and Table 4 summarizes the historical target compounds results. The applicable NC 2L Standards are included for comparison. The laboratory analytical report for the May 4-5, 2015, monitoring event is provided in Appendix A. As shown in Table 3, benzene was detected above its NC 2L Standard in wells MWA, MW-4, MW-5, and MWA 3. Total xylenes and naphthalene were detected above their NC 2L Standards in wells MW-4 and MWA 3. Other constituents detected, but not exceeding the NC 2L Standards in wells MWA, MW-4, and MW-13 include ethylbenzene, MTBE, IPE, toluene, total xylenes, and naphthalene.- The remaining wells contained no detectable concentrations of VOCs. Figure 4 presents an interpretation of the lateral extent of benzene impacts identified in the shallow groundwater. The benzene detected in deep well MW-5 is the first detection of that compound in the well since the initial sampling in 1998. The analyses for water supply wells WSW-9 and WSWA 1 did not detect VOCs in either well sample. Based on the historical data presented in Table 4, total VOCs in MWA have shown a general downward trend in concentrations, presumably a result of natural attenuation in the aquifer. Concentrations of VOCs in MW-4 and MWA3 have also shown natural.attenuation overtime. It should be noted that MW-4 and MWA 3 were the performance monitoring wells closest to the pilot test injection of EAS® in June 2012 (SIES, 2013). The data suggest that there was a post -injection decrease in total BTEX in each of these wells that was effective for 16 months in MWA 3 and 10 months in MW-4. However, the pilot test was limited and after this period, each well has shown evidence of rebound of the total BTEX concentrations. The laboratory conducted sulfate analysis on all the groundwater samples collected. The results indicate detections of sulfate in all the well samples ranging from 3.3 to 64.4 milligrams per liter (mg/L). None of these results are above the NC 2L Standard of 250 mg/L for sulfate. The sulfate concentrations were the 4 Baseline Groundwater Monitoring Report Solutions-IES Project No. 2014.0009.NDOT Former Preslar's Exxon NCDOT WBS # 34348.3.5 Midland, Cabarrus County, NC June 3, 2015 lowest in MW-4 (3.3 mg/L) and MW-13 (7.5 mg/L), which suggests that the pilot testing in the area enhanced growth of sulfate -reducing bacteria which in turn reduced sulfate concentrations in the process of metabolizing the contaminants, as desired. 3.0 GROUNDWATER REMEDIATION As approved in the CAP Addendum, groundwater remediation will be conducted by injection of EAS® sulfate solution into the groundwater and monitoring the groundwater to evaluate the effectiveness of the remediation effort. As noted above, the objective of injecting sulfate into groundwater is to stimulate indigenous sulfate -reducing bacteria to biodegrade the residual petroleum constituents. The goal of the remediation is to reduce the petroleum constituents of concern present in the groundwater to concentrations below the NC 2L Standards. Based on the successful pilot test, SIES designed an injection program that included permanent injection wells suitable for multiple injections of substrate, if needed. The well installations and the initial injection of EAS® are described in the following sections. 3.1 INJECTION WELL INSTALLATION Under Injection Permit W10300282, the NCDOT was allowed to install up to 21 permanent injection wells into the injection zone at the Site. On April 27, 2015, SIES and its subcontractor, American Environmental Drilling, Inc. (AEDI), mobilized to the Site to install the wells. To facilitate the installation and provide a margin of safety, the NCDOT provided traffic control. The injection zone included two areas of the Site, the median of Hwy 24/27 and within the right-of-way of the highway's eastbound lane (Figure 5). While working in the median, traffic was diverted to the two outside lanes and when on the right-of-way, the southernmost lane was closed. During the installation activities, SIES determined that the two wells used for the injection pilot test (PIW-1 and PMW-2) were in the appropriate location to be used again. As a result, SIES installed only 19 wells, completing the installation activities on May 1, 2015. Construction records for the wells are presented in Appendix B. Boreholes were located approximately 18 to 20 feet on center, arranged as shown in Figure 5. In June 2015, NCDOT will survey the location and top of casing elevation for the monitoring wells and injection wells. The survey will also include locations of the four water supply wells. This information will be incorporated into future figures to provide a more accurate picture for monitoring reports. Because of the shallow bedrock, AEDI used air rotary drilling methods to advance each borehole to 20 ft bgs. The injection wells were constructed of 1-inch diameter PVC well material with 15 feet of 0.010-inch slotted screen from 5 to 20 ft bgs. The annular space was filled with sand and topped with 4 ft of bentonite and cement bentonite mixture to the flush - mounted manhole surface finish. Baseline Groundwater Monitoring Report Former Preslar's Exxon Midland, Cabarrus County, NC 3.2 EAS® Solutions-IES Project No. 2014.0009.NDOT NCDOT WBS # 34348.3.5 June 3, 2015 The CAP Addendum prepared by SIES concluded that the most cost-effective groundwater remedy at the site was sulfate -enhanced bioremediation. SIES purchased EAS® from EOS Remediation in Raleigh, NC. EAS® is an electron acceptor solution composed of 30 to 37 percent sulfate salts, 1 to 1.5 percent nutrients and water in solution. It does not require dilution. EAS® is an approved injectant by the North Carolina UIC Program. EAS® utilizes sulfate -enhanced technology for in situ remediation of petroleum contaminated groundwater and stimulates biodegradation by providing a soluble, readily available electron acceptor. In the presence of elevated sulfate, anaerobic groundwater bacteria use petroleum hydrocarbons for carbon and energy while mineralizing the hydrocarbons to carbon dioxide and water. The following equation illustrates the concept using toluene as the hydrocarbon: C6H6 + 3.75SO42- + 7.5H+ —> 6CO2 + 3.75H2S + 3H2O The reaction results in the complete degradation of the petroleum hydrocarbon. 3.3 INJECTION PROCEDURE EAS® was gravity -fed into each injection point directly from the 55-gallon drum in which it was shipped. Each drum was connected to the well for injection by attaching a fitting to the drum bung and to the top of the injection well and connecting the two with a hose. The drum was then tilted to accommodate draining the EAS® into the injection well. No pressure was used to assist with the injection. SIES injected approximately 53 gallons of solution into each of the 21 injection wells, equaling approximately 1113 total gallons of product introduced into the aquifer during this injection event. Based upon field observations, SIES calculated injection rates of 0.15 to 1.8 gallons per minute (gpm). Because EAS® is an aqueous solution, no chase water was used. The initial distribution of substrate from each well depended on the effective porosity of the aquifer at each location. Future spread of sulfate between the injection points relies on groundwater flow velocity and direction. Appendix C presents the Injection Event Record for the May 2015 injection. 3.4 REMEDIATION EVALUATION SIES will conduct sampling events at one month, three months, and six months after injection to evaluate the effectiveness of the EAS®. Groundwater samples will be collected from the 13 existing site monitoring wells (MW-1 through MW-13) and four water supply wells. As performed during prior and baseline sampling events, wells will be low -flow purged until readings of pH, temperature, DO, ORP, turbidity and conductivity stabilize. Field parameters and laboratory analyses will be compared to previous results to evaluate the remediation effort. In the event the groundwater analyses show rebound of the BTEX compounds, additional injection(s) may be conducted. Groundwater sampling and analyses will be conducted at six-month intervals following subsequent injections. 4.0 CONCLUSIONS The petroleum source area for the Site is currently located in the median of NC Highway 24/27. The contaminant plume encompasses the source area as well as a small area along the eastbound right-of- way. Based on the laboratory results presented in Table 3 and the discussion above, the primary constituents above the NC 2L Standards are limited to benzene, xylenes, and naphthalene. Although other VOCs have been detected, their concentrations are below the NC 2L Standards. Two of the water supply wells in the monitoring plan could not be sampled during the May 2015 sampling event due to access issues. Based on the available data, shallow groundwater appears to flow to the southeast. Between May 18 and 20, 2015, approximately 1113 gallons of aqueous EAS® sulfate/nutrient solution was successfully introduced into the aquifer by gravity flow into two existing and 19 new 1-inch diameter injection wells. The wells are screened from 5 to 15 ft bgs and located in a grid pattern roughly covering the interpreted footprint of the petroleum plume. 5.0 REFERENCES S&ME, 2001.
