The main reason for not doing a bridge is the expense related and the difficulties involved. If you are disturbing an acre and if there is greater than 12% impervious area (this will include the square footage of the driveway, parking area, and house divided by the total lot acreage) - stormwater controls may be necessary. If there is anyway possible - keep the impervious percentage below 12% - and likely do the bridge - then they won't have to have stormwater controls -just vegetated conveyances (rather than, say, an infiltration basin or bioretention pond). I really want to confirm our interpretation of this with our Raleigh folks - so think about that and I'll get back with you as soon as I can (and if you want to go ahead and figure out impervious area and get back with me - that would be helpful - and gravel is considered impervious). As I said - the special strategy is fairly new - but I'm pretty sure it kicks in our state stormwater rules (and there doesn't appear to be any exemption for a single family residence). Susan A.
