I work for state parks, and I have been coordinating with Ian McMillan in the 401 Oversight/Express Review Permitting
Unit regarding a Water Quality Certification for a Nationwide permit #42 at Lake Norman State Park. The $240 fee was
paid via electronic transfer, but we managed to omit the documentation when we submitted the package last week. At
Ian's recommendation, I'm forwarding a copy to you. If you have any questions or need additional information, please
let me know.

SUBJECT: LANO Itusi Trail - Request for Funds Transfer for 401/404 Water Quality
Pen-nits from the US Army Corps of Engineers and NC DWQ
Lake Norman State Park (LANO) is applying for a Nationwide General Permit 442 from the US
Army Corps of Engineers and a North Carolina General Water Quality Certification from the NC,
Division of Water Quality. These permits are required for compliance with Sections 401/404 of
the Federal Clean Water Act for stream crossings associated with the Itusi "Trail. This
memorandum is to request a fund transfer form in the amount of $240 payable to the NC
Division of Water Quality to cover the administrative fee for both of these permits.
This is an after-the-fact permit request that is being filed following the discovery by park staff of
unauthorized stream impacts. Unknown to park staff, trail volunteers filled two stream crossings
during construction of the most recent loop of the Itusi Trail, which is a hiking and mountain
biking trail at LANO. These crossings occurred on an unnamed perennial tributary to Lake
Norman, and following consultation with Corps regulatory personnel, DPR was instructed to
submit an after-the-fact permit request to resolve the violation.
Following review by the Corps and DWQ, then LANO, Natural Resources Program, and DPR
Trails Program staff will coordinate with Corps and DWQ staff'to bring the crossings into
compliance
